Full Job Title: Resilience Advisor –Emergency Planning

An enthusiastic and highly motivated person is required to join the Emergency Planning Team working with key internal and external stakeholders to provide resilience to the Borough of Barnet.

The candidate will have responsibility for maintaining and improving emergency planning and business continuity response arrangements, including the updating of plans and administrative documents; as well as having excellent project management skills and the ability to work on their own initiative.

They will need to be able to demonstrate excellent interpersonal and presentation (both oral and written) skills, be committed to working as part of a team and be able to work to tight deadlines, while balancing different deadlines and priorities.

They will be able to work with staff at all levels and in a wide range of organisations, including the emergency services, voluntary sector and businesses.

They will also be required to participate on a on call rota to respond to emergencies. You will report to the Emergency Planning Manager and will be working towards embedding the Resilience Standards for London within Barnet, while working to maintain and improve the emergency planning and business continuity arrangements across the Borough, through training and exercising.


Specific Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:

  1. Qualifications: Professional programme management qualification such as Managing Successful Programmes (or equivalent experience) and knowledge of PRINCE/AGILE principles and/or ILM Level 5 Leadership & Management – demonstrating leadership and people management skills
  2. Experience:
    1. Experience of project management
    2. At least 3 years’ experience of programme and project management.
    3. Experience of managing and monitoring project budgets
    4. Experience of resource allocation procedures
    5. Experience of procurement processes inclusive of negotiation with third parties
  3. Specific Knowledge and Skills required for this Role:
    1. Good knowledge of techniques for planning, monitoring and controlling programmes.
    2. Knowledge of business case development and approval processes
    3. Good knowledge of Council’s PMM.
    4. High intellectual capacity with the ability to challenge and innovate.
    5. Understanding of working in a political environment
    6. Excellent communication skills (both oral and written).
  4. ICT Skills:
  5. Ability to use Outlook, and a web browser to access information
  6. Basic ability to use Microsoft Office (Word, Excel, PowerPoint etc.)
