To proactively and assertively help clients to fulfil their housing and support plans
Key Responsibilities:
- Provide comprehensive advice and assistance to all households in housing need to enable them to prevent homelessness either in person, on the telephone or in writing.
- Conduct a housing needs assessment and prepare a personal housing plan (PHP) for each household and work closely with each client to secure a move to suitable alternative accommodation.
- Prevent homelessness and resolve threats of homelessness to eligible households by giving ensuring the plans that are developed are completed on time and which minimize the risk to the Council of this action.
- Provide excellent standards of customer service at all times.
- Maintain confidentiality, particularly when handling sensitive personal information regarding households’ details, in accordance with the Council’s confidentiality policy and protocol, acting at all times within the highest standard of professional practice.
- Manage a caseload of clients, working with the households to resolve their housing issues in line with actions identified in the migration strategy or other Home Office directives.
- Lead face to face case management with households and ensuring that all evidence and housing plans and case notes are updated in the housing database in a timely manner.Attend multi-agency case conferences and meetings to represent the Housing Service. These may include Home Office,
- Reading Refugee Service, Education Service, Children’s Service, other local authorities

Qualifications:
- Educated to degree level (Graduate) in a Housing-related subject or equivalent and must have GCSE grade C or above (or equivalent) in Maths and English.
Knowledge:
- Good working knowledge of homelessness legislation including but not limited to the Housing Act 1996, the Homelessness Reduction Act 2017 and other related legislation.
Experience:
- Experience in negotiation and influencing people.
- A minimum of two years’ experience in a front line housing service.
- Some experience of working with households with complex needs, social, medical or mental health issues.
- Experience of working in a fluid environment and the ability to adapt to meet current needs.
- Experience of developing PHPs (Personalized Housing Plans).
Skills & Abilities:
- Will possess good oral and written communication skills and will be able to communicate effectively at different levels with different client groups.
- Ability to analyse written information and establish/revise procedures.
- Ability to manage own workload and balance competing demands in a highly pressurised environment.
- Ability to take control of challenging situations instructing households and/or outside organisations.
