Standard DBS disclosure required for this role

The job will involve collecting monies owed, court attendance, payment plan negotiations, referring suitable debtors to Advice Centres, taking recovery action where a plan cannot be agreed and identifying suitable cases for legal enforcement or write-off.

Key Responsibilities:

  • Processing incoming data in accordance with legislation and Council Policies to ensure the collection of Council Tax, Business Rates is made correctly.
  • Interrogating and cross referencing on all data base systems that are available to verify liability and assist in the collection of monies due.
  • Following the recovery procedures to decide the best action to take to collect the money due.
  • Initiating contact and follow up with customers who have fallen behind with payments.
  • Obtaining up to date financial information to maximise customer income and negotiate repayment plans.
  • Maximising take up of benefits, discounts, exemptions and reliefs for those entitled to them.
  • Escalating cases to Senior Recovery Officers where normal recovery tools are ineffective or are challenged.
  • Recommending cases to be written-off where further recovery activity is not appropriates.
  • Support the development and delivery of the Revenues service, making recommendations to aid continuous improvement and ensure innovation is pursued and recognised.

Qualifications:

  1. Educated to GCSE level (or equivalent), including English and Maths at grade C or above.

 

Skills & Experience:

  1. Minimum of 12 months recent experience in a similar role or context and ideally within a public sector organisation.
  2. Must have local authority council tax and business rates recovery experience.
  3. Experience of providing service to customers making sure their needs are understood, met, and managed.
  4. Able to manage a busy workload while remaining calm, meeting deadlines and exceeding targets.
  5. Experience of administering Council Tax, Business Rates, or experience of working in a financial, collection or debt recovery environment.
  6. Experience of recovering debts and the ability to advise appropriately customers with financial difficulties.
  7. Ability to interpret legislation and communicate information to non-specialists both verbally and in writing.
  8. Excellent negotiation skills to make realistic repayment plans with customers.
  9. Strong IT skills including Microsoft packages or equivalent (e.g. G Suite, Adobe Pro).
