A PT Senior Environmental Health Officer is required to deliver excellent customer service by providing day to day operational leadership to improve housing conditions within the private rented sector and improve the management and conditions of those properties regulated and enforced through advice, informal and formal action via the Courts and Tribunal.  To maximise the availability and accessibility of private housing, working in partnership with colleagues to enable residents to remain in their homes safely and comfortably. Work pattern days are negotiable.

Key responsibilities:

  • Run a responsive housing complaints service and ensure that enquiries from tenants and partners are correctly logged, distributed and progressed within timescales laid down in the service standards.
  • Respond to requests for service in relation to matters dealt with by the team. Carry out investigations to ensure that, where applicable, housing defects are abated through informal or statutory action.
  • Develop and produce performance monitoring data in conjunction with the Private Sector Housing Manager.
  • Ensure the statutory obligations of the Council in dealing with housing complaints, Houses in Multiple Occupation and empty homes are acted upon using intelligence led targeted enforcement. This includes HMO licences and conditions, statutory notices and enforcement.
  • Proactively monitor landlords and work with Planning colleagues to resolve issues. Lead discussions with Legal Services to take appropriate cases to Court and Tribunals.
  • The post holder will have delegated enforcement powers to serve statutory notices, carry out formal interviews under Police and Criminal Evidence Act procedures, collation of evidence and attendance in Courts of Law and Tribunals to enforce the legislation. This will include investigation, questioning and the preparation of reports, letters, witness statements and formal evidence.
  • Take a lead role in enforcement and effectively manage a personal case load of the most serious and complex housing related complaints affecting the health, safety and well-being of tenants in the private rented sector.
  • Take responsibility for the investigation and enforcement of alleged harassment and illegal eviction.
  • Take enforcement responsibility for the most complex cases involving bringing Empty Homes back into use.
  • Assess, monitor, prioritise and review cases to ensure that the most effective means are employed to implement solutions and resolve cases. Respond to requests for service from residents, elected members and partners, and build effective relationships with colleagues within the Council. Maintain up to date and accurate manual and electronic data records as necessary to ensure effective case management.

Qualifications:

  • Educated to degree level or equivalent.
  • Chartered status with the Chartered Institute of Environmental Health Officers.
  • Registered with the Environmental Health Officers Registration Board as an Environmental Health Practitioner.
  • HHSRS competency and certification.
  • Access to own transport and a full UK driving licence.

 

Experience:

  • A minimum of 5 years’ post qualification experience in Private Sector Housing.
  • A minimum of 3 years’ experience of delivering customer focussed, quality services.
  • Experience of staff management or supervision.
  • Experience of representing local authorities in courts and tribunals, including undergoing cross examination.
  • Experience of liaising with elected members.
  • Experience of successful partnership working resulting in positive outcomes for customers.

 

Knowledge:

  • Demonstrable knowledge and understanding of the broad Housing Agenda and its impact on society.

 

Skills & Abilities:

  • An excellent, detailed and up to date working knowledge of the legislation, statutory guidance, circulars and technical literature relevant to the service.
  • Ability to understand and interpret complex legislation and court judgments.
  • Ability to inspect residential properties and dwellings and make judgements as to the most appropriate course of action.
  • Ability to prepare specifications of work and statutory notices, basic property plans and interpret drawings.
  • Ability to build effective working relationships with a broad cross-section of people across the organisation and with external partners.
  • Excellent customer service skills.
  • Effective leadership skills including the ability to motivate staff and manage performance to meet agreed targets.
  • Excellent time management and organisational skills to effectively manage a varied workload.
  • Access to own transport and a full UK driving licence.
  • Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
