Interim PT Programme Director For Highways

A Programme Director For Highways is required to help provide immediate grip, oversight and accountability for a complex set of improvements to the most customer-facing elements of its highways and environment services, and to help the team to develop the capacity needed for the future of this services.
Key responsibilities:
- Working closely with the wider ETI DLT, the role will provide senior leadership to the delivery of the programme of improvements defined by a series of task and finish groups that met over the months of May and June 2023 to identify a series of largely operational improvements to services covering the following scope:
- Highways network maintenance.
- Signs, lines and verge maintenance.
- Streetworks.
- Tree felling and management particularly on the highway.
- Small scale flooding and drainage.
- Customer experience (which is being managed jointly with the Customers and Communities Directorate) with a specific focus on ensuring that the above services are communicating with residents and members in an effective way.
- In addition, it is anticipated that the programme of work will need to consider what tools might be needed to support improvement in the above services.
- Review the operation of key elements of the service, recognising the increasingly challenging circumstances in which these services are being delivered, as well as increasing expectations of residents, customers and elected members.
- Work with the Director for Highways and Transport as well as the Executive Director for Environment Transport and Infrastructure, and engage directly with Cabinet Members, wider members, Corporate Leadership Team and other key stakeholders on behalf of the Highways and Transport Service as required by the programmes in scope.
- Provide ad hoc support as required to the Director and Senior Leadership Team, all of whom are delivering services against the high expectations of the Council Cabinet and a transformational Transport Plan.
