Full Job Title: Temporary PT Planning Enforcement Officer – Development Control

Job Reference: Portsmouth 5219613

Pay Rate: £17.18 per hour PAYE

To assist in the provision of an efficient development management service, specifically dealing with a caseload of enforcement investigations and compliance monitoring, with associated enquiries, planning applications, appeals and formal enforcement work.

  • To assist the Development Manager in the development of an efficient and continually responsive planning enforcement and compliance monitoring service for the Council and assist with the review and implementation of related working procedures.
  • To monitor compliance with approved plans and planning conditions and lead on all enforcement investigations and related matters to include the collection of evidence and the carrying out of interviews under caution and the preparation of formal Notices, Witness Statements and Proofs of Evidence as required. To represent the Council at Court as required.
  • To prepare written reports for inclusion into Regulatory Board or other such Board Agendas.
  • To deal with day to day enquiries and liaise as necessary with planning and legal colleagues, the public, developers and planning agents, other Council departments, other District Councils, the County Council, Elected Members, Government Departments and Non-Government Agencies in regard to enforcement and compliance related matters.

  1. Qualifications:
    1. Post Graduate Degree in Town Planning or equivalent
    2. Eligibility for membership of RTPI (membership desirable)
  2. Knowledge & Experience:
    1. Knowledge of current planning law and procedures and related enforcement and compliance monitoring procedures and understanding of relevance to Gosport
    2. Experience of applying a working knowledge of planning and enforcement legislation, policies and procedures when dealing with the full range of planning compliance and enforcement work
    3. Experience of leading on enforcement investigations; collecting, preparing and giving evidence and preparing reports, appeal statements and formal Notices and attending court to give evidence

  3. Specific Skills required for this Role:
    1. Capable of dealing with planning applications and related appeals for householder, advertisement, small scale residential and commercial development involving complex issues and a requirement to weigh up competing considerations
    2. Ability to write reports and correspondence tailored to fit individual circumstances
    3. Good verbal and written communication skills
    4. Good negotiation skills and ability to deal with sensitive information with skills to persuade others to adopt a particular course of action
    5. Effective team player but equally able to work on own initiative
    6. Understanding of political processes in local government
    7. Ability to prioritise and balance competing priorities effectively and work in a challenging customer environment
    8. Ability to respond independently to an unanticipated range of issues with occasional access to line manager for serious issues or problems or more complex planning judgements
  4. ICT Skills:
    1. Ability to use Outlook and GIS software.
    2. Ability to use PC based development management system (Idox and Uniform) and to input and extract information and generate records, correspondence, reports and Notices as required.
