Role Length:  This opening assignment is for 5-6 months

A Property Management Lead is required to lead on portfolio strategies, transaction management, project management and the management of the existing portfolio and also assist in the onboarding of new properties. The expectation is for the Manager to build, manage, and maintain strong partnerships with the business leadership, corporate teams, and outsourced partners ensuring the Council is providing a quality service to tenants and occupiers. The successful candidate will have an analytical and strategic property management background, ideally having worked with large mixed portfolios previously, as client or for a real estate advisory firm and understand the dynamics of the entire property life cycle.

Key responsibilities:

  • Effectively manage the Council property portfolio to maximise value, reduce costs, enhance long term value and increase returns, with a focus on both financial performance and social and economic benefits.
  • Take ownership for identifying and executing value add opportunities and asset management initiatives across the assets.
  • Deliver commercial arrangements (including leases and acquisitions) which meet the council's needs which will include tasks such as lease extensions, lease regears, executing break options, remodels, expansions, sub-lettings / assignments and lease terminations.
  • Act as an "intelligent client" to the supply chain and property managers on all property management issues.
  • Work with senior colleagues in developing and delivering the Council’s property strategy in line with wider Council policy.
  • Undertake budgeting, forecasting and financial management in respect of the property portfolio which is valued at circa £2.77bn.
  • Manage and advise on cross Council initiatives and policies.
  • Understand future workstreams and ensure the expected consequences of the business strategy inform the development of the wider Council Property Strategy.
  • Create robust business cases to support strategy recommendations; feasibility management, quantifying value creation and other commercial benefits appropriately tailored to departmental objectives. Support progress through Programme/ Investment Boards up to Cabinet approval.
  • Work alongside the Health and Safety team and work together to ensure compliance with all statutory Health and Safety and regulatory requirements.

  • Full member of the RICS or equivalent with a minimum of 5 years PQE or equivalent experience.
  • Property Related degree (RICS).



  • Broad knowledge of commercial property gained either in private practice, public or corporate sectors.
  • Experience of managing property portfolios with evidence of effective delivery.
  • Experience of marketing commercial premises, negotiating lettings and assessing the suitability of potential tenants.
  • Producing rental and capital valuations of high value/complex commercial premises, negotiating terms for acquisitions and sales, rent reviews and lease renewals. To be aware and familiar with the requirement of the General Data Protection Regulations
  • Experience of local authority procedures and practices desirable.
  • Experience of producing rental and capital valuations of high value/complex commercial premises.
  • Experience of managing a small professional team desirable.
  • Experience of negotiation lease renewals and rent reviews.
  • Experience of negotiating terms for both acquisitions and sales, carrying out feasibility studies, financial appraisals and property reviews and preparing schedules of condition, disrepair and dilapidation.
  • Experience of initiating repair and improvement works.
  • Experience of service charge administration and reconciliation.
  • Experience of working in a large multifunctional organisation or business within either the public or private sector, within an asset management /property related field.



  • Knowledge of fire, Health & Safety and other statutory requirements affecting commercial property management.
  • Knowledge of local government and the public sector and a good understanding of associated issues desirable.
  • Up to date knowledge of legislation regarding property management.
  • Understanding and commitment to the Council's policy on equalities and implement the Council's Equal Opportunities Policy.
  • Understanding of the property market and of the issues facing property related staff.
  • Knowledge of tenancy/leasehold agreements, including rent and service charge arrears, nuisance, harassment and property misuse.
  • An understanding of landlord and tenant and property law and case law.



  • Ability to communicate both verbally and in writing with tenants, members of the public, staff colleagues, Councillors, and other third parties.
  • Experience of managing staff and complex situations, using clear judgement to advise others to do the same desirable.
  • Ability to build, manage, and maintain strong partnerships with the business leadership, corporate teams, and outsourced partners.
  • An ability to carry out financial assessments related to managing properties, manage rent accounts and maintain payments to landlords.
  • Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  • Strong IT skills using Microsoft packages or equivalent (e.g. G Suite).
