Interim Property Lawyer – Legal Services

The purpose of the role is to provide high quality legal services to the Council including working with and mentoring Legal Officers.

Key Responsibilities:

  • Give practical, clear, accurate and full legal advice to Councillors and Council officers, including the Chief Executive, Directors, Heads of Service and senior managers of the Partnership.
  • Draft legal documents, including complex documents where original thought is required.
  • Provide practical, clear and accurate legal advice to councillors at meetings, including committee meetings where members of the public and press are present.
  • Act as lead legal adviser on project teams.
  • Lead on the Council’s response to complex complaints, which may involve points of law and procedure.
  • Take an active role in dispute resolution. This may include taking a lead role in alternative dispute resolution and representing the Partnership at court and public inquiries.
  • Deliver accurate, prompt, cost effective and customer focussed legal services to the Partnership and its client services
  • To organise and provide training on law and procedure to colleagues within The Legal Practice and within other Partnership Services.
  • Supervise and mentor other staff of the Legal Practice.
  • Attend and contribute to team meetings and to actively participate in The Legal Practice projects and initiatives. This will include development of effective precedents and procedures.
  • Deputise for the Principal Lawyer in his/her absence (this is a shared responsibility with other Lawyers within the team).

  1. Qualified Solicitor/Barrister or Fellow of the Institute of Legal Executives or demonstrable significant experience working at this level (evidence that the candidate holds or is eligible to hold a practising certificate is required).


Skills & Experience:

  1. Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  2. Substantial experience of providing full, practical, clear, and accurate legal advice on complex law issues, in particular in relation to local government powers and duties.
  3. Able to demonstrate substantial experience of drafting complex contract documentation, including documentation that requires original thought.
  4. Able to demonstrate being able to work on own initiative with a minimum of supervision.
  5. In depth and up to date knowledge of contract and procurement law and practice, including EU Law
  6. Good knowledge of local government law and procedures.
  7. Able to mentor less experienced contract lawyers.
  8. Excellent drafting and communication skills.
  9. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
