Hybrid role: home, office and site visits

To develop, maintain and replace the Council’s public infrastructure throughout the District though inspection regimes and design / procurement / overseeing of works. Reducing the risks to people and the developed and natural environment from flooding and coastal erosion by using a coordinated, reasonable and sustainable risk management approach.

Key responsibilities:

  • Carry out the design, planning & procurement of works, and the preparation of contracts, terms and conditions for the key Council Services and assets relating to the inspection, repair, maintenance and improvement of its public infrastructure.
  • Procure, supervise and direct the work of contractors, including ensuring that they comply with the terms, conditions, specification, drawings and site works relating to the contracts awarded to them.
  • Supervise and direct the work of staff engaged on the investigation, design and contract administration of engineering projects and a range of other engineering/environmental tasks.
  • Undertake and/or assist in the preparation of Member, Management Team and other reports and the provision of management information as required.
  • Constructively engage with officers, members, networks, agencies and partnerships with other councils, external organisations and the community, including attendance at meetings during and outside normal office hours as required in order to represent the Council and its views.
  • Undertake client, principal designer and designer duties under the CDM Regulations 2015.
  • Assist in the financial monitoring and performance of budgets and resources effectively and in accordance with the Council’s Financial Regulations and supporting the Engineering Projects Manager in managing the overall budget for the StreetScene Engineering team.
  • Ensure that Engineering Team offers a customer focused service using systems thinking principles.

  • Excellent general level of education to degree level in an engineering discipline (or equivalent qualification / experience)
  • Project management training such as PRINCE 2



  • Knowledge of designing a variety of civil engineering projects.
  • Knowledge of practical legislation relating to coastal defence, flood alleviation, drainage, and the built environment.
  • An understanding of procurement practices and tenders.
  • Knowledge of surveying and basic construction techniques and principles.



  • Ability to explain engineering drawings, instructions, specifications and other requirements to contractors and others clearly and concisely.
  • Ability to use CAD to produce engineering drawings.
  • Practical problem-solving skills and the ability to describe solutions with sketches, drawings and in writing.
  • Ability to engage constructively with community groups in the delivery of engineering projects.
  • Ability to undertake structural and hydraulic calculations as part of civil engineering design (desirable).
  • Manage the collection, interpretation and reporting of written, statistical and financial data using appropriate computer packages.
