Temporary Project Officer - Inward Support Project

The purpose of the role is to ensure that all Project activity and expenditure is delivered in strict compliance with all relevant Council and ERDF policies, regulations and requirements. Design, implement and enforce policies, processes and controls for the Project to ensure eligible and compliant activity, expenditure and deliverables as well as a complete supporting audit trail and accurate reporting to the ERDF Managing Authority.
Key Responsibilities:
- Develop and maintains specialist understanding of ERDF eligibility, compliance, management and reporting requirements and their application to the Project.
- Provide Accountable Body input to the development, delivery, monitoring and reporting of/against a plan to meet the objectives, expenditure, outputs and outcomes required of the Project as set out in the ERDF funding agreement. Works with the Heart of the South West Local Enterprise Partnership’s (HotSW LEP’s) Inward Investment Manager to identify any risk of failure by the Project to meet milestones, expenditure and/or output profiles and provides Accountable Body input to recommendations on how these risks are evaluated and addressed.
- Work with the HotSW LEP’s Inward Investment Manager to commission services as required to support delivery of the Project’s objectives, outputs and outcomes. Undertakes procurement exercises in accordance with European Structural and Investment Funds (ESIF) procurement requirements as well as Somerset County Council’s contract standing orders and provides Accountable Body input to contract management.
- Provide Accountable Body input to the management of a business grant scheme as an integral part of the Project.
- Lead on the production and submission of quarterly Project claims, output returns and progress reports to the ERDF Managing Authority including addressing supporting evidence and/or clarification requests.
- Work with the HotSW LEP’s Inward Investment Manager to identify any requirement for Project Change Requests to the ERDF Managing Authority for the Project and leads on the development and submission of associated documentation in line with ERDF requirements.
- Prepare for, represents the Accountable Body in and follows-up on inception, audit and closure visits as required for the Project.
- Put arrangements in place to ensure the Project’s fulfilment of summative assessment requirements as set out in the ERDF funding agreement.
- Identify any risks to the Accountable Body that may arise from delivery of the Project. Makes recommendations to manager(s) on how these risks are evaluated and addressed.
- Work with the HotSW LEP’s Inward Investment Manager to develop, in the context of the Project, a culture of continuous improvement. Collects, collates and analyses information and provides Accountable Body input to recommendations to inform ongoing project delivery, quality assurance and improvement.

Qualifications:
- Relevant professional level qualification.
Skills & Experience:
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Ability to control a budget.
- Examples of successfully delivering projects using key project management skills (budget management, risk mitigation etc.)
- Experience of working with external funding bodies and a good understanding of internal controls.
- Experience of grants administration and match funding
- Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
