The post-holder to manage (as part of the commissioning management team under the Director of Commissioning, People) the integrated planning (strategic commissioning and contract management) of Children’s commissioned services.
Key Responsibilities:
- Manage the integrated planning (strategic commissioning, contract management and quality assurance) of Childrens, Adult Social Care, Communities and Public Health commissioned services.
- Take a programme/project management approach, and ensure commissioning activities are well defined, initiated, managed and delivered in line with all statutory and Council requirements and procedures (strategic commissioning, purchasing, contract management, market oversight and quality assurance).
- Work closely with colleagues (internally and externally throughout the Council and with Health and wider partners to deliver integrated planning activities in Cheshire East
- Ensure compliance with quality assurance and service standards to support the improved outcomes including the health and wellbeing of Cheshire East residents delivered through commissioned services.
- Establish an effective partnership working approach in relation to contracting with statutory, voluntary and independent sector agencies
- Manage contractual relationships and negotiate with external and internal providers.
- Contribute to, and co-ordinate, the strategic development, monitoring, auditing and implementation of commissioning plans and service design models for Childrens, Adult Social Care, Communities and Public Health commissioned services.
- Develop commissioning, contract management, quality assurance, audits and robust provider protocols through Council policies and procedures
- Work closely with Programme Leads, Senior Project Managers, and Head of Service –Commissioning
- Managing and reporting on the responsiveness of market disruption/failure alerting systems and plans that deliver safe care, including the mobilisation of market failure team.

Qualifications:
- Degree level qualification, or equivalent, in a relevant
- Evidence of commitment to Continuing Professional Development
- Project Management e.g. PRINCE 2-desirable
- Post-graduate level qualification in a relevant field-desirable
Experience:
- Extensive experience managing / leading social care or health or housing contracts and in developing and implementing commissioning plans
- Experience working across relevant health and social care monitoring systems
- Experience in the management of employee relations in accordance with HR procedures
- Experience of modelling and monitoring budgets/ spend against activity and reporting.
- Experience in programme/project management
- Proven success in design/implementation of commissioning frameworks, systems, processes and procedures
- Experience in developing and delivery complex and high profile commissioning plans and procurement across the commissioning cycle
- Experience in management high volume of commissioning projects and in setting out both prevention/community plans with relevant partners.
- Extensive experience working within Health and Social Care UK Contracts Regulations / EU Procurement Law – applied knowledge and learning.
- Extensive experience in understanding of Care Quality Commissioning / Ofsted outcomes enforcement framework.
- Experienced in market monitoring, oversight, shaping, position and/or mobilisation models of working, best practice and current research/strategies in response to Care Act 2014 / Children and Families Act 2014 or equivalent.
Knowledge:
- Knowledge in relevant Health and Social care funding arrangements and income routes, including national picture regarding social care and health funding challenges.
- Awareness of current health/social care research data sources informing service and practice development.
- Good understanding the commissioning legal framework within which Health and Social Care 2012, CHC framework
- /Care Act 2012, Children and Families Act, 2014, Mental Health 2012 operate.
- Health and Social Care UK Contracts Regulations / EU Procurement Law – applied knowledge and learning.
- Understanding of childrens, adult and public health quality statutory reporting functions, working with Public Health Director and the DASS, reporting functions under CQC / Ofsted.
- Understanding of relationships across - Provider Trusts – Hospital A &E arrangements – that impact on quality of care –
- DTOC national and local approaches.
- Excellent knowledge of Cheshire East Market Place/ Third Sector /Community and key skills in consultation with vast people groups.
- Understanding of Brokerage Support and Finance Solutions.
Skills & Abilities:
- Advanced problem solving skills – able to mobilise resources with speed in times of market failure and implement innovative
solutions to quality/contract management issues.
- Creative / Innovative report writing and understanding of JSNA data and wider ASC data/ performance sources – ability to transfer date into commissioning reporting.
- Report writing skills – able to review, analyse and summarise complex and wide ranging data (e.g. tracking progress against outcomes).
- Proven ability and competencies to design quality assurance plans across relevant health and /or social care systems including implementing systems that drive CQI, service specific or regional
- Developed ICT skills – able to use and develop a wide range of applications and ICT software solutions.
- Developed organisational skills – proven ability to deliver outcomes and prioritise competing demands.
- Advisory and guiding skills.
- Negotiation and persuasive skills.
- Highly developed communication skills
