The post holder will develop and manage major public health programmes in line with the Council’s public heath responsibilities, the Council plan and the Health and Wellbeing Strategy, to achieve priority outcomes (including those included in the Public Health Outcomes Framework) for adults and communities that contribute to the delivery of priority health and wellbeing outcomes; managing the provision of public health support to the NHS, social care and key children and young people’s partnerships to ensure that children’s health and wellbeing is protected and improved
Key responsibilities:
- To develop, and manage the implementation of, major public health programmes to achieve priority outcomes (including those included in the Public Health Outcomes Framework) for either: children and young people, adults and communities or older people.
- To model and embed the council’s values and behaviours by working collaboratively with colleagues, partners and other stakeholders to enhance our reputation as a council that improves the health and wellbeing of residents.
- To be responsible and accountable for the management and delivery of public health programmes that contribute to improving health and wellbeing and to the reduction of health inequalities; ensuring service and programmes are equitable, appropriate and accessible and addressing the root causes of health inequalities.
- To manage the delivery of efficiency, transformation and savings programmes as agreed with the Chief Officer for Health and Wellbeing
- To use intelligence about the population’s health and wellbeing to inform the planning, commissioning and provision of health and wellbeing, healthcare and other related services, and ensure that services meet the needs and reflect the assets of the population.
- To use a mix of evidence based approaches and innovation for the delivery of public health programmes, to ensure that limited resources are maximised, a robust evaluation plan is in place for any novel programmes, and that sustainability is secured across public health functions
- To manage the development and delivery of programmes to embed action to address the wider determinants of health across the Council Directorate and the wider health and wellbeing system
- To develop and manage the implementation of programmes to develop and build skills and capacity to improve health and wellbeing across the public sector and voluntary sector workforce and within local communities
- To develop and manage effective relationships and partnerships to enable the delivery of priority public health programmes, including with the NHS, other public sector agencies, the voluntary and community sector.
- To effectively manage delegated programme and staffing budgets in line with the Council’s Standing Financial Instructions demonstrating a high level of financial probity
