Lead a team of 8 staff providing procurement advice and support across the Council. The role is also responsible for ensuring the effective implementation of the Council's procurement strategy and relevant procurement policies
Key responsibilities:
- Develop and implement a strategic corporate framework policy for procurement within the Council.
- Develop and implement the Council’s Procurement Strategy to support the Council’s priorities.
- Advise on all aspects of commercial procurement to ensure delivery of value for money and targeted savings from Council procurements in support of the Council’s corporate plan.
- Deploy data analysis, benchmarking, market awareness and market testing, public sector networking and innovative design of contracts to encourage continuous improvement, where appropriate drawing on best practice examples from other councils, the wider public sector and private sector.
- Provide commercial procurement expertise to Directorates and the procurement team, including design of tender documentation, project management and reporting, analysis of quotations, presentation of results, negotiations etc.
- Work closely with commissioners and corporate services to ensure procurement expertise is used to secure best value in Council’s contracts.
- Working with commissioners and contract mangers, support the development of opportunities for assessing alternative service delivery options.
- Develop and manage robust systems to monitor procurement activity across the Council, manage and maintain data and to provide regular management reports to senior managers and Members as required.
- Build effective working relationships with suppliers, partners and internal stakeholders to define their needs.
- Ensure compliance with procurement legislation and the Council’s contract procedure rules

- Degree or other relevant professional qualification in the specialist discipline of the post
- Membership of the Chartered Institute of Purchasing and Supply
- An awareness and understanding of contemporary issues facing Local Government
- Experience in senior management in a large multifunctional organisation
- Significant experience of the legal and financial issues associated with procurement
- Significant experience of e-procurement issues
- Significant experience of best value and performance management in the context of procurement
- Experience of managing change and developing effective team working
- Highly developed networking, advocacy, written, oral and presentation skills to relate effectively to employees, Members, the general public and other stakeholders and command their respect, trust and confidence
- Ability to cope with ambiguity, uncertainty and pressure and be able to work under public scrutiny
