Principal Regulatory Lawyer (Legal)

A Regulatory Lawyer is required to work across two local authorities and provide professional legal advice and support to the client’s development management, strategic planning, planning enforcement and regulatory functions, together with representing the client in courts, inquires and tribunals.

Key responsibilities:

  • Provide proactive and high-quality support to the Director of Governance and the Head of Legal Services, in relation to the Councils’ development management and strategic planning (including development management process and planning appeals), planning enforcement and regulatory (including licensing, environmental health and housing) functions.
  • Negotiate and draft planning obligations and planning performance agreements.
  • Draft notices and other documents related to those functions (including any necessary court documents in connection with the prosecution of offences or defending any appeals).
  • Undertake litigation and to represent the client and the Head of Legal Services in contested and uncontested proceedings before Courts, Inquiries and Tribunals.
  • Provide professional and clear advice (both orally and in writing) to the client, Committees, Members and officers on planning, enforcement, and regulatory matters.
  • Provide specific advice and support to the Development Management and Licensing Committees
  • Instruct Counsel when authorised and where appropriate and to attend conferences with Counsel.
  • Provide training and development to Members and Officers in relation to planning and regulatory matters.
  • Assist the Monitoring Officer and Deputy Monitoring Officers to respond to code of conduct complaints and other governance related issues.

Experience:

  • Experience of working in local government sector and providing advice in client, Executive, Committee, or other public meetings.
  • Recent experience in planning and regulatory legal matters including drafting, negotiating, and finding solutions to complex issues.
  • Experience of litigation and advocacy.

Skills/Technical skills:

  • Ability to work effectively as part of a team work collaboratively with colleagues at all levels.
  • Exercise sound judgement in the public interest, setting out options and risks as necessary.
  • Capable of managing competing priorities and overseeing varied case load.
  • Ability to give clear explanations whilst advising on complex legal matters.
  • Good verbal and written communication skills including influencing skills.
  • Strong negotiation and presentation skills.
