Interim Principal Planning Officer–Planning

The post holder will play a pivotal role for the Development Management South Area Team as well as having direct line management responsibilities for two-three Planning officers in conjunction with managing a caseload of major and strategic planning applications. Core responsibilities will include signing off reports, presenting cases at committee, and assisting with the implementation of service improvements when required.
Key responsibilities:
- Mentor two/three planning officers
- Sign off delegated reports
- Manage and process a caseload of strategic major applications consisting of residential, mixed use, change of use, community infrastructure, and commercial developments etc.
- Facilitate close liaison with major developers, architects and external consultants through paid pre-application meetings.
- Negotiate complex S106 agreements in conjunction with discharging conditions and finalising reserved matters.
- Draft detailed delegated reports and present at committee
- Liaise and work closely with external bodies

Experience & Knowledge / Technical skills
- Practical experience as a Senior or Principal Planner in Development Management.
- Town planning degree or recognised degree (e.g. Geography, Economics, Environmental Studies etc.) leading to membership of the RTPI
- Experience of dealing with complex/ minor planning applications with support from senior planning officers
- Experience of representing the Council at written representation appeals
- Minimum 5 years relevant and recent post qualification experience in a similar working environment
- Ability to attend meetings outside normal working hours e.g. Planning Committee, Community Forum meetings
- Ability to deputise for the Planning Decisions Manager in advising the Planning Committee

- Good writing skills to enable the preparation of clear and accurate reports and to deal efficiently with general correspondence
- A high level of accuracy and attention to detail
- Ability to carry out numerical calculations
- Ability to communicate effectively both orally & in writing to a wide range of people
- Ability to organise own workload to meet targets & deadline
- Logical thinking with creative problem-solving ability
- Strong organisational skills.
- Able to work calmly and effectively under pressure and to deadlines.
- An effective communicator – able to speak and write confidently, and persuasively, including ability to deliver presentations.
- ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
