Full Job Title: Interim Principal Planning Officer – Development Control

Flexible working but with a Wednesday in the office. Driving Licence required.

An individual is required to be case officer for a range of major, high profile and complex applications in the Development Management team. An opportunity has arisen for a newly created temporary role within the busy section funded by planning performance agreements, for a number of applications on allocated and non-allocated sites following the adoption of the Local Plan in 2019.

The post would suit either a someone who has a track record or managing a caseload of large schemes, working with stakeholders and consultees to deliver homes and meeting deadlines. The successful candidate will be responsible for drafting reports and recommendations for submission to the Planning Committee or for delegated decision and S106 negotiations.

Strong communication skills will be required to liaise with councillors, the portfolio holder for Place Services, stakeholders and interested group in a proactive manner.

You would have a crucial role in delivering housing in the borough within agreed deadlines. You will be an individual who is a self-starter and can work independently with commitment, a high level of energy who can continue to achieve excellent performance and accuracy whilst providing a first-rate level of customer service.


  • Answering email and telephone enquiries about your applications
  • Arranging and attending meetings on your applications with the developer team and consultees.
  • Preparing officer reports including conditions and heads of terms for S106 agreements
  • To present applications to planning committee and answer questions from members.
  • Point of contact for legal, admin officers, consultees, developers and other specialists.
  • Adhering to data protection and GDPR standards.
  • To manage application paperwork, plans and reports and ensure electronic records are kept updated and well organised.
  • Ensuring deadlines are met and decisions are issued within the agreed time-frames.


Specific Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:

  1. Qualifications:
    1. MRTPI qualification.
    2. Relevant undergraduate or postgraduate degree.
  2. At least 3 years working on large scale residential applications to decision, preferable in development management.
  3. Appreciation of urban design and development economics
  4. Skills & Abilities:
    1. Strong team working skills.
    2. Builds relationships.
    3. Excellent time management and organisation skills.
    4. High level communication and presentation skills including clear, concise reporting and correspondence particularly concerning complex or controversial issues.
    5. The ability to communicate with people of different social, economic and professional backgrounds.
    6. Conflict resolution and mediation skills.
  5. ICT Skills:
    1. Proficient in use of Office 365 particularly Excel and Word.
    2. Good working knowledge and some experience of using document management systems and databases.
