What's involved with this role:

Principal Planning Enforcement Officer 

Job Ref: Rochdale 0006 9D4C / 1   

Pay Rate: £19.64 per hour PAYE (plus 36 days of paid holiday) 


Hybrid working 

Principal planning enforcement officer required to lead planning enforcement team, responsible for investigating serious breaches of planning control including planning obligations and overseeing cases led by the existing team   

Key Responsibilities: 


  • To provide for the effective and efficient delivery of services in Development Management with a specific focus on Major, complex development proposals.  
  • To act as lead planning officer for specific development programmes or projects and ensure that the planning elements of the project are delivered effectively, efficiently and in accordance with agreed programme timetables (Accelerated Housing Delivery & J19, South Heywood) 
  • Development statutory and non-statutory land use plans, strategies, frameworks, studies, briefs and programmes for specific areas and/or issues and to participate as required in their implementation 
  • To provide a business like, commercially aware approach to dealing with developers and investors. 
  • To assist in providing advice and guidance, and where required, general supervision of Officers and Graduates 

“Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria: 

  • Educated to degree level in Town and Country Planning or related subject 
  • Chartered Membership of the RTPI or be eligible to attain full Chartered Membership within 1 year of appointment 
  • Detailed knowledge of Town and Country Planning legislation (and associated Acts), regulations and policies including Environmental Impact Assessment 
  • Extensive experience in planning and development management 
  • Experience and track record of having handled major and complex pre-application enquiries, applications and appeals 
  • Experience of delivering the planning service by electronic means and good aptitude with ICT and specialist planning software 
  • Good interpersonal and communication skills (verbal, written and presentations) and able to communicate at all levels with staff, elected members and the public 
  • Ability to work under pressure to meet targets and keep abreast of the whole range of important issues
