Full Job Title: Interim Principal Planner – Major Applications

Job Reference: Bromley RQ707883

Pay Rate: Up to £35.00 per hour PAYE depending on experience for an exceptional candidate.

This role is flexible, with equipment provided to enable hybrid working.

The successful candidate will need to demonstrate experience in dealing with Major applications and pre-applications at another Local Authority and will be expected to hit the ground running to take on an existing caseload of major planning applications including commercial and residential developments.

Provide management and control of development within the framework of the current town planning and associated legislation

Prepare reports and make recommendations to committee, or by the Assistant Director (Planning and Building Control) by way of delegated powers, on planning applications or policy and other relevant matters

Supervise other relevant staff by exercising senior professional and supervisory responsibility in order to deliver a high quality service

Specifics include:

  • Assess a full range of development proposals including major and complex schemes.
  • Bring to the attention of the team manager any matters of policy or problems arising from the work of the team which may require action at manager or Head of section.
  • Examine all development proposals and where necessary guide and instruct members of the team as to appropriate action. This action may include negotiation with developers to make improvements or alternative schemes in the interest of higher development standards.
  • Write concise and accurate reports on planning applications or other matters and appropriate recommendation for consideration by senior officers and/or committee.
  • Represent the Assistant Director (Planning and Building Control) at Planning Committees when required to explain individual proposals or reports and recommendations and advise Members on matters of planning policy.
  • Appear as an expert witness at Public Inquiries when required on issues that are more complex or wider than standard development management considerations.
  • Interpret, apply and enforce current town planning and other associated legislation and literature that forms the framework and background for development planning.
  • Undertake site visits relating to development proposals as necessary.
  • Check and approve reports prepared by other team Responsible for the supervision and instruction of other relevant staff.

 

Specific Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:

  1. MRTPI membership and over 4 years’ planning experience either in a Local Authority or in the private sector
  2. An understanding of the political considerations involved in working in a local authority.
  3. Experience of working with a wide variety of organisations and people
  4. Experience of working effectively in highly pressurised work situations.
  5. Specific Skills required for this Role:
    1. Ability to supervise, motivate and monitor staff.
    2. Proven organisational skills and planning skills.
    3. Sound interpersonal skills and ability to work effectively with others.
    4. Well-developed verbal and written communications skills to enable effective communication with a wide range of individuals within and outside of the Council.
    5. Must be able to compile reports in a clear and concise manner including making clear recommendations.
    6. Strong interpretative/problem solving skills providing for sound judgment and decision making often within tight deadlines.
    7. High levels of persuasion and negotiation skills demonstrated by achieving challenging targets.
    8. Proven ability to work in a target driven environment.
  6. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite)
