Full Job Title: Interim Principal Accountant – Financial Planning

The role is for a qualified accountant to support the coordination of the Council’s monthly budget monitoring cycle, the five-year budget strategy and the closing of the Council’s management accounts. The role holder will be required to assess the financial impact of Member decisions and the interpretation of Government announcements in the context of the Council’s in-year monitoring position and the Council’s medium-term forecast.

The role holder will support the Council in meeting its reporting requirements to residents through ensuring that monthly budget monitoring is delivered in line with the Council’s monitoring timetable and that variances and movements are understood and communicated to the Administration and the residents of Hillingdon via monthly Cabinet Reports, including the final outturn position for the Council.

Furthermore, the role will support the reporting of the Council’s five-year budget strategy to the Administration and assess the Council’s Savings Requirement in the context of updates to demographic forecasts, the economic climate and Government announcements, leading to the Council presenting a consultation budget to Cabinet in December 2022 before finalising the budget strategy in February 2022.

The role holder will work closely with finance colleagues and the financial systems accountant to ensure that processes and systems operate to enable the Council to meet these requirements and that budget managers and senior management are supported to understand the financial context of the services that they deliver.

The role will support any other functions within the remit of the Financial Planning Team, including the completion of Government Returns, maintaining an overview of Government Grants and the maintenance of Financial Systems.


Specific Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:

  1. Qualifications:
    1. Fully qualified Accountant
    2. Educated to degree level or equivalent
    3. Evidence of post qualification development
  2. Experience:
    1. A minimum of two years post qualification experience working in a local authority accounting team
    2. Demonstrable understanding of local government finance
    3. Demonstrable understanding of equal opportunities in employment and service delivery within a large and complex organisation
    4. Evidence of a clear understanding of the legal, financial and political context of management within a local authority.
  3. Proven analytical skills and ability to clearly present financial information.
  4. Strong organisational and time management skills, proven track record in meeting tight deadlines.
  5. Sound understanding of accounting principles and practices and the financial issues affecting local authorities.
  6. ICT Skills: Ability to effectively utilise IT packages, including Microsoft software spreadsheets and word processing packages.
