Interim Policy & Employee Relations (Union) Specialist – HR

Hybrid working - flexible up to 3 days a week in office at City Hall or Union Street

Please note that the pay rate for this role is likely to be uplifted to reflect a higher than standard holiday allocation

The purpose of the role is to be responsible for developing and maintaining the suite of HR policies and procedures, and the development and maintenance of a strong, productive, and collaborative relationship with recognised Unions and Staff Networks.

The successful candidate will play a key role in delivering business performance, creating better employee experiences, and increasing the efficiency of our policies, procedures, and processes. In doing so, they will work closely with the Complex Casework Specialist and Casework Advisers.

Key Responsibilities:

  • Support the Employee Relations Lead to develop and implement the GLA Employee Relations Strategy. Ensuring the GLA continuously seeks to make relationships with individuals and collectively with Unions and Staff Networks, more effective.
  • Responsible for having oversight of all HR policies and procedures, which includes developing and maintaining a programme plan for all policy work and providing regular updates to key internal stakeholders.
  • Monitor, support, and coach the Policy Adviser, in relation to their HR policy work. Where appropriate take responsibility for writing and reviewing specific policies.
  • Provide guidance and input into negotiations and consultation with recognised Unions and employee representatives on behalf of GLA. Support the Employee Relations Lead to ensure that all negotiations and consultations have a view to achieving positive outcomes. Oversee the governance related to Unions, including but not limited to recognition and facilities time agreements and reporting, and Joint Consultative Committee meetings.
  • Work with the Policy Adviser and other colleagues as appropriate, to oversee the engagement and consultation with Unions, Staff Networks, and other stakeholder groups on important corporate and policy programmes.
  • Establish strong working relationships with other roles and teams in the GLA People function to develop an understanding of the business priorities and highlight possible risks and opportunities that can be reflected in and influenced by HR policy and practice.
  • Ensure effective relationships with key stakeholders in the shared services team and counterparts in the wider GLA group, to ensure best practice is shared and collaboration is achieved where appropriate
  • Work with colleagues across the People function to design and implement effective training for managers with the aim of making HR policies easily understood and accessible.
  • Horizon scan and keep on top of people management best practice and employment law in the wider public and private sector.

Qualifications:

  1. CIPD Qualified – Essential with strong experience.

 

Skills & Experience:

  1. Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  2. Background of HR professional in Union context.
  3. Experience of writing and reviewing HR policies is essential.
  4. Experience of working in the people management function of a large and complex organisation.
  5. Ability to provide credible professional advice, challenge, and innovative solutions to senior stakeholders.
  6. Ability to present technical / complex people information (orally and in writing) clearly and concisely to non-technical stakeholders (e.g., union colleagues).
  7. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
