Hybrid working

To assist in the carrying out of the functions of the Council in respect of planning enforcement work and related environmental matters

Key Responsibilities:

  • Investigate enquiries or complaints arising out of alleged breaches of planning control including unauthorised uses of land and buildings.
  • Investigate enquiries and complaints regarding the condition of land and buildings.
  • Investigate alleged breaches of planning conditions or legal agreement and through the monitoring of development sites, including minerals extraction and waste disposal sites, ensure compliance with the approved plans and conditions of any planning permission, or terms of any legal agreement.
  • Investigate enquiries or complaints regarding the illegal stationing of caravans on Council owned land and take action to secure their removal, once instructed by the Borough Solicitor to do so.
  • Liaise effectively with and be aware of the responsibilities, duties and enforcement powers of other internal Council Services and external agencies to ensure all enquiries and complaints are dealt with efficiently and effectively.
  • Collect evidence, prepare correspondence, legal notices and files for delegated authorisation to proceed with any necessary legal action.
  • Prepare enforcement appeal statements and prosecution files, and give evidence for Appeals attending as necessary public inquiries, tribunals, court hearings or similar proceedings.
  • Advise the public and Members of the Council on the progress and actions related to specific enforcement cases, including the preparation and presentation of reports to relevant Township Planning Sub Committees or attending other Committees, working groups of the Council or public meetings where necessary.
  • Update and maintain accurate files and records relating to investigations into enquiries, complaints and enforcement proceedings
  • Liaise with Officers from other Services to develop and implement proactive procedures for the regular monitoring of developments for which planning permission has been granted to ensure compliance with approved plans and conditions of any planning permission

Knowledge:

  • Knowledge of Health & Safety as it relates to FM, as well as any other relevant statutory and legislative regulations
  • Awareness of dynamics and requirements within the local authority environment.

Experience:

  • Experience of undertaking planning enforcement or other regulatory enforcement work in a public sector organisation
  • Previous experience of reading and interpreting plans and other drawings
  • Previous experience of using information technology in a planning or related environment
  • Previous experience of handling customer enquiries tactfully and with sensitivity, and of resolving initial enquiries from Members of the public/elected Members with speed and diplomacy
  • Experience in investigating cases, serving enforcement notices representing the council in court and reducing backlogs

Skills & Abilities:

  • Ability to organise your workload, work under pressure and prioritise effectively to meet deadlines.
  • Ability to research and analyse historical or statistical information and how you have used this information to prepare recommendations and reports
  • Ability to communicate effectively with other colleagues, developers and the public both in writing and orally
  • Ability to demonstrate numeracy and literacy skills to a high level of accuracy
  • Ability to interview/question and negotiate with developers and/or members of the public to collect evidence and resolve complaints effectively
