To support the Head of Parking Services in securing continuous development, improvement, efficiency and success of the department as a whole through effective leadership, budget management, strategic direction, planning, management and governance. Lead and Manage a complex business support function that supports all elements of the service. To be accountable for an income budget of £20 m and expenditure budget of £11m
Key Responsibilities:
- Manage and Deliver the Councils plans and objectives outlined in the Transport Strategy and associated Action Plans
- To recruit, train, develop, performance manage staff. that are dispersed across different offices and work locations, including staff operating in an external environment in all weathers on their own [lone workers].
- To build an informed, effective and flexible workforce which is able to meet and respond to changing service needs and challenges. To inspire and motivate staff and partners to achieve, acknowledge achievement, use constructive criticism when warranted, helping to learn from mistakes and providing support to improve performance to achieve objectives.
- To ensure appropriate work plans, appraisals, supervision and staff development systems are in place. To be responsible for the review, development and co-ordination of training within the post-holders areas of responsibility ensuring high standards of competence.
- To maximise operational capacity through effective and efficient staff deployment, use of systems, data, technology and partnership working to achieve and exploit all available efficiencies.
- To support the preparation of annual budgets of a capital and revenue nature and manage budgets in accordance with Standing Orders and Financial Regulations. To report projected variances promptly and effectively implement agreed corrective actions.
- To set up, and effectively manage Contracts, Service Level Agreements and other undertakings including the preparation and approval of specifications and tender documents for contracts and negotiations on variation orders and specifications with consultants, contractors and supervising officers in accordance with the Standing Orders of the Royal Borough.
- To act as SRO (Senior Responsible Officer) for all Risk: Planning, Reporting , Management and Mitigation both financial and operational in respect to the activities of the Parking Back Office.
- To lead on all Audit activity both internal and external of processes and systems
