Office based role

A Network Management Technician is required to support the delivery of the Council’s responsibility and the function of the Network Management Service by supporting the functions of the Network Coordinator and NRSWA Inspector. An understanding of NRSWA (New Road & Street Works Act), Road Space Booking /Permitting system, One Net Work and Management of Statutory Undertaker requests, and TTRO (Temporary Traffic Regulation Orders) is required for this role.

Key responsibilities:

  • Ensure that the services are delivered for the benefit of the people of Leicestershire.
  • Collate and provide information related to the network management and associated activities and events. Support liaison with wide-ranging stakeholders to manage enquiries, requests for information, negotiation and disputes.
  • Support the Network Officer in their coordination duties (as required) to assess and authorise works notifications, applications for a permit and associated permit-variations for registerable activities, NRSWA licence applications, and permit or licence applications, not received via the Electronic Transfer of Notifications (EToN), into the Street Works Register.
  • Authorise requests for private Street Works license, such as NRSWA Section 50 & 171, and issue licenses in accordance with agreed process and procedures.
  • Support the Councils management of the Highway asset and associated network data and controls for the efficient and effective use of the network.
  • Support the NRSWA Inspector in the carrying out of inspections on the network, including the provision of information and any subsequent action, including improvement notices or sanctions.
  • Support the monitoring of progress and satisfactory conclusion of any remedial works and report any non-compliance to the Network Officer or Street Works Inspector (as appropriate) for further action.
  • Manage the administration and processes for the payment of fees and charges, and other associated costs applied by the Network Coordinator and NRSWA Inspector.
  • Support the governance and processes associated with the collation, analysis and dissemination of data on the performance of the Network Management to deliver an efficient (operations) and effective (objectives) network management service.
  • Support the control of traffic within Leicestershire and ensuring the correct traffic management provisions are in place to facilitate both effective network management and safety to those undertaking works and the road user.
  • The nature of the work may involve the post holder carrying out work outside of normal working hours.

Qualifications:

  • NVQ3 or equivalent, i.e. BTEC in Civil Engineering or A-Levels A-C in relevant subjects, OR extensive demonstrable experience as identified below, and evidence of continued learning and development OR demonstrable evidence of the skills and experience as outlined below, together with a commitment to attain the essential qualifications.

 

Experience & Knowledge:

  • Understanding of NRSWA (New Road & Street Works Act).
  • Understanding of Road Space Booking /Permitting system.
  • Understanding of One Net Work and Management of Statutory Undertaker requests.
  • Understanding of TTRO (Temporary Traffic Regulation Orders).
  • Experience of working in an engineering setting, including design, management, maintenance or administrative processes in relation to highways infrastructure.
  • Experience of working in a commercial environment and delivering projects and programmes to time, quality and cost.
  • Experience of liaising with customers / clients using a variety of methods.
  • Experience of accurately capturing, storing and retrieving information to meet customer and organisational and needs.
  • Experience of IT in a design office/ business environment including Microsoft Office or equivalent software.
  • Knowledge of current highways legislation relevant to the service area desirable.
  • CDM regulations knowledge desirable.
  • Knowledge of current highway design standards, construction techniques, asset management principles or maintenance standards desirable.

 

Skills & Abilities:

  • Ability to interpret and write technical and non-technical reports and provide technical advice or drawings desirable.
  • Good verbal and written communication skills.
  • Good organisational skills and the ability to prioritise work.
  • Good IT skills, including the ability to learn the use of service specific systems and software.
  • Ability to interpret maps, plans and engineering drawings.
  • Ability to travel to locations across the County as required desirable.
