This opening assignment is for 11 months

City: WAKEFIELD

Hybrid working with 2 days office based required. Must be within a commutable distance of Wakefield.

Lead on project management of capital infrastructure projects, working with internal and external stakeholders using project management methodologies. Ensure that programmes are progressing to time and budget whilst appropriately managing change in order to deliver a range of highway infrastructure projects.

Key responsibilities:

  • In conjunction with the Highways & Transportation Team Leaders, undertake project management of medium & complex projects.
  • Represent the Service on internal, inter–service and external meetings, including sub-regional meetings, and to be involved in corporate and directorate initiatives as required.
  • Attend public meetings, Area Forums, delegation meetings, Scrutiny Committees and other similar meetings as required.
  • Ensure that timely and appropriate advice is provided to across the Planning, Transportation and Highways Service.
  • Carry out the feasibility, project planning and management of projects including budget management and procurement.
  • Provide effective project management information to enable the work programme of the Team to be directed, controlled, co-ordinated and prioritised.
  • Manage the budget assigned to enable delivery of individual projects and to provide the Team Leader for Traffic, Engineering and Design with financial reports regarding spending, as required.
  • Prepare reports, other documents and presentations on as required.
  • Respond to information requests and queries raised by Members, members of the public, other services, community groups and other external agencies. To provide relevant information in an effective and timely manner.
  • Develop and implement effective and inclusive public participation, stakeholder engagement and consultation.

Qualifications: 

  • Appropriate technical qualification (e.g. Degree or equivalents in Civil Engineering OR demonstrate the equivalent level of theoretical, technical and procedural knowledge.

Knowledge: 

  • Substantial understanding of relevant legislation and its application, e.g. (dependent on type of project) Health & Safety at Work Act and the Equality Act, LTN1/20, CDM Regulation 2015 Etc
  • A good understanding of public sector assurance processes and governance.
  • Extensive theoretical understanding of project controls.

Experience: 

  • Experience of working on infrastructure / engineering projects.
  • Experience of managing partnership with stakeholders including political members, suppliers, public and private organisations.
  • Experience of staff line management, and responsibilities.

Skills & Abilities: 

  • Keyboarding skills, for more than just e-mails, memos, short letters or the equivalent, are necessary and integral to the main duties of the job. 
  • Contract and Project Management skills, and a good knowledge of a variety of techniques and good practice
  • Ability to communicate complex information effectively, accurately and appropriately to different audiences using a range of media.
  • Ability to develop & implement systems & procedures to ensure continuous improvement
