Interim Licensing Officer - Taxi & Private Hire

Hybrid working
The main functions of the role will be to support officer’s caseload, carry out investigations under the direction of the Team Manager, assist in the preparation of committee reports, liaise with the vehicle testing station, and coordinate enforcement operations to ensure the safety of Stockport licensed drivers, vehicles and private hire operators.
Key Responsibilities:
- Manage as directed by the Team Manager, a caseload in accordance with legislation, codes of practice, corporate policies, local systems, policies and guidance and good professional practice. The work will include but is not limited to responding to complaints, undertaking inspections and investigatory work, complying with agreed plans on enforcement action, collating evidence of licensing breaches, attending meetings, verification of licensing applications and associated checks, and carrying out other team activities commensurate with the grade.
- Ensure high attention to detail.
- Work as part of a team in order to meet shared deadlines and to fulfil the statutory roles and other responsibilities.
- Comply with all health, safety and welfare requirements and responsibilities within the role.
- Participate in gathering evidence, serving notices and producing reports, statements and case files in accordance with the legislation for legal and enforcement action and preparing evidence for court and legal proceedings as and when required.
- Contribute to and participate in the planning, implementation and review of project work, surveys and enforcement operations.
- Assist in the preparation of Service Plans and assist in developing and maintaining enforcement and procedure manuals.
- Advise customers and people against whom complaints are made of the progress of cases in compliance with data protection and privacy regulations provided this does not compromise any ongoing or concluded investigation, or the safety and wellbeing of others.
- Liaise with colleagues and legal advisors and comply with legal proceedings as required.
- Carry out inspections and road-side checks.
- Report on activity and contribute to all monitoring, review and data management activities as required.

Qualifications:
- Professional Licensing or Trading Standards qualification.
- Full UK Driving Licence.
Skills & Experience:
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Experience of managing casework in licensing or trading standards setting.
- Experience of planning, organising and prioritising workloads to satisfy performance targets and meet deadlines.
- Experience of dealing with people at different levels within and external to the organisation.
- Ability to interpret and apply legislative rules and take proportionate action as necessary.
- Demonstrating resilience and sound decision making under pressure.
- Ability to influence others, negotiate effectively, de-escalate confrontation and manage situations where there is disagreement or conflict.
- Able to analyse and interpret complex information and data and to present information in a way that aids decision-making.
- Excellent verbal and written communication skills with the ability to present information coherently and concisely.
- Customer Focused with an understanding of the needs of customers who require additional support or referral.
- Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
