Full Job Title: Interim L&D Specialist/Project Manager – Human Resources

This role is hybrid with a requirement to attend the offices once or twice a week.

A learning and development professional is required with strong project management skills to work for the council.

It’s an exciting period of change; developing people capabilities and introduction of a Learning Management System is key to the success of this change. You will report to the L&D Manager and work to shape and implement, both individually and as key contributor, the learning and development provision. You will design, implement and evaluate a variety of learning solutions.

Some of the projects you will lead and contribute to include:

  • Commissioning, implementing & developing a Learning Management System
  • Designing & developing people capabilities through Skills Academies
  • Embedding a learning culture
  • Commissioning external partners to deliver development solutions
  • Peer-to-peer learning
  • Developing and embedding blended learning approaches; including use of digital solutions and learning technology
  • Change management

  8. The ability to work closely alongside and consult with various stakeholders at all levels of the organisation
  9. Excellent facilitation skills at various levels of organisation
  10. Knowledge and experience of developing learning management systems
  11. High levels of accuracy and attention to detail
  12. Excellent relationship skills and desire to work in a highly collaborative team
  13. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite)
