Full Job Title: Interim VCS Development Officer – Community Support

To develop professional relationship with the voluntary and community sector to ensure the council enables and facilitates growth in the sector working closely with a range of organisations across the council, partners, regional and national bodies especially policy makers and funders as well as capacity building, developing forums, networks and partnerships as required.

  • To provide information, advice and reports to the Mayor, Cabinet and Grant Sub Committees and senior officers that support decision making on grants awards, refusal and performance of grants funded organisations, commissioning activity, rent reduction schemes and community buildings.
  • To develop and deliver a range of funded grants projects ensuring effective tendering, contracting, performance management, quality assurance and probity in the procurement, commissioning and delivery of services from the VCS.
  • To develop effective contract management processes whilst developing partner relationships that ensure providers meet their key performance indicators Improve contract performance where required as well as securing provider feedback is paramount to all contract management activity.
  • To develop excellent knowledge and contacts in the VCS sector in order to gather evidence of performance including undertaking adequate checks to ensure that public funds are not being used incorrectly or fraudulently by undertaking appropriate verification checks amongst contracted voluntary and community sector project deliverers, to safeguard public money.
  • To support the Services in the development and implementation of a voluntary and community sector strategic programme that encourages inclusion and participation, and which meets the Council’s strategic priorities and needs of priority target groups within the borough.
  • To develop excellent knowledge and contacts in the VCS sector in order to gather evidence of performance including undertaking adequate checks to ensure that public funds are not being used incorrectly or fraudulently by undertaking appropriate verification checks amongst contracted voluntary and community sector project deliverers, to safeguard public money.
  • To support the Services in the development and implementation of a voluntary and community sector strategic programme that encourages inclusion and participation, and which meets the Council’s strategic priorities and needs of priority target groups within the borough.

 

Specific Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:

  1. Experience:
    1. Minimum of 12 months recent administration experience in a similar role, or context and ideally within a public sector organisation
    2. Experience of working with Voluntary and Community Sector (VCS) organisations
    3. Experience of programme or project management in a large organisation and of project monitoring and control systems
  2. Knowledge:
    1. Knowledge of national government policy and direction as it effects local government and the main priorities and issues for local authorities.
    2. Knowledge of the main sources of funding for Voluntary and Community Sector (VCS) organisations
    3. Knowledge of project management systems, particularly project monitoring and controls
    4. Knowledge of policy and practice in relation to VCS commissioning and grants management including community buildings and rent reduction schemes and its application
  3. An ability to monitor, review and evaluate, performance indicators, projects, programmes, policies and strategies
  4. An ability to co-ordinate the work of staff from other departments and externally
  5. Ability to advise senior managers and elected members on sensitive or complex issues
  6. ICT Skills: IT skills including Microsoft packages or equivalent (e.g. G Suite)
