Enhanced Disclosure (Valid 12 Months)

The purpose of the role is to provide operational oversight of ‘live’ appeals to support the School Age and Preparing for Adulthood Team Leaders while more permanent arrangements bed in. There will be no requirement to represent the Local Authority at Hearings nor direct line management of staff.

Key responsibilities:

  • Support Health and Social Care colleagues with their duties related to the National Trial and work, where required, with the Local Authority Legal Team
  • Provide operational oversight, robust support and challenge to Senior SEN Officers and SEN Officers on complex casework for ‘live’ appeals, ensuring that appeals are managed in a timely and thorough manner to minimise the Local Authority’s exposure to reputational and financial risk
  • Provide advice, support, challenge and coaching to Senior SEN Officers and SEN Officers to creatively draw together packages of support to resolve complex appeals where possible, ensuring a consistency of approach and sharing and promoting best practice and learning from appeals
  • Assist the SEN Officers in commissioning external expert witnesses where required in a timely manner
  • Meet weekly with Senior SEN officers and coordinate the weekly update that will need to be presented to lead officers
  • Report weekly to the lead officers of the casework teams the progress, challenges and risks of all live cases
  • RAG rate all live cases so that Lead Officers and Senior Education Leaders can allocate resource appropriately

Experience & Knowledge / Technical skills

  • Considerable experience of providing advice, management and oversight of SEN appeals
  • Knowledge and experience of the SEND Code of Practice and relevant Legislation
  • Experience of working with Children & Young people with SEND, their families and professionals.
  • Experience at working in a multi- professional environment and being able to coordinate responses as required.
  • In-depth Knowledge of the SEND Tribunal process, including the ability to write case statements and have been the lead professional at Tribunal hearings.
  • Excellent monitoring and reporting skills across a range of complex cases in order to provide updates to lead officers and service managers on a regular basis
  • Experience of coaching and mentoring

Desirable requirements

  • Educated to degree level or above
  • Coaching or mentoring qualification
  • QTS
  • IPSEA or similar training

Skills & Abilities

  • Excellent communication skills both written & oral
  • Ability to meet set objectives and deadlines
  • Ability to work alongside senior officers in order to support and challenge in order to meet deadlines and timescales
  • Ability to support witnesses to provide all evidence required in a timely manner
  • Ability to meet set objectives and deadlines
  • Ability to work on your own initiative
  • Demonstrate developed interpersonal skills and knowledge to deal with people politely and sensitively at all levels both written and verbally.
  • ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
