Hybrid role - Attendance at the office in Horsham may be required from time to time. Once settled in, it is anticipated that most line manager interaction will be via MS Teams.

A Trading Standards Officer is required to work as a field officer, carrying out enforcement visits to trader premises across West Sussex.

The post-holder will be asked to conduct interventions with businesses to ascertain regulatory compliance, and to act as an investigating officer on matters appropriate to your level of competence. You will be making judgements on matters such as compliance with regulations, the issuing of improvement notices, securing evidence, liaising with test houses, identifying witnesses, and conducting formal interviews.

Key responsibilities:

  • Carry out investigations, inspections, testing, sampling, licensing, and other duties predominately on trade, business or farming premises as may be necessary.
  • Receive, consider, and investigate complaints from members of the public.
  • Interpret complex information to make decisions on whether offences have been committed, if an investigation is necessary, and whether immediate action is necessary, including seizure of goods / documents.
  • Attend court to give evidence in proceedings where necessary.
  • Provide robust and fair advice and guidance to customers. Negotiate or persuade others to adopt a particular course of action to meet the requirements of the law.
  • Produce investigation reports, interview records etc. Handling and processing data and information, and careful use of expensive testing equipment, e.g., food sampling equipment.
  • Occasional need to handle small amounts of cash.
  • Remain up to date and compliant with relevant legislation, organisational procedures, policies, and professional codes of conduct to uphold standards of best practice.
  • Liaise with external organisations and enforcement agencies e.g., police, customs, and excise to share information, work on joint investigations and provide advice where needed.

Qualifications/Experience:

  • The contractor will need to be food qualified.
  • CTSI Trading Standards Practitioner Diploma (Level 5 NQF).
  • (FCATS plus 40 points under previous qualification framework, or DTS).
  • Relevant membership of a professional body e.g., Member of Trading Standards Institute, or equivalent high-level experience of involved practices (desirable).
  • Experience in carrying out food enforcement visits.
  • Experience of working within a Trading Standards Service and demonstrating the ability to understand the Service’s wider aims and objectives.
  • Demonstrable evidence of delivering a comprehensive, effective, efficient trading standards service to a range of customers.

Skills/Technical skills:

  • Ability to organise / prioritise work, co-ordinate a variety of tasks in a clear and logical way and meet agreed deadlines.
  • Ability to quickly assimilate information, consider the issues, risks, and legal implications and to adopt the most appropriate course of action.
  • Excellent communication and interpersonal skills to interact effectively with customers and create and maintain effective working relationships.
  • Ability to work in a customer focussed way, providing a high-quality service with a high level of attention to detail and gaining the trust and confidence of both residents and businesses.
  • Excellent presentation and written communication skills to prepare reports of infringement in prescribed format for prosecution or other formal action.
