Split between Site/Office/Home, so must live within an easy commutable distance of council offices.

To take ownership of Highway Service and Construction Operations working as part of a team delivering Environment’s purpose.

  • Work alongside Highway Team Members to resolve on site issues, liaising with Design Engineers.
  • To Provide Setting Out as per construction drawings for on-site delivery, liaising with Design Engineers.
  • Support the management of team members through the application of appropriate HR policies including Health and Safety, Capability and Performance reporting.
  • Ensure compliance with and continuous updating of documentation in accordance with CDM Regulations
  • To propose and develop alongside the Highway Delivery Manager new policies, working methods and practices for implementation. Balance conflicting and complex demands, the implementation of designs and engineering requirements.
  • To assist in monitoring of operational frontline staff delivering Highway Construction works ensuring job completion to pre-designed program and manage task continuity in an efficient manner.
  • To provide a key link between works teams and Highway Managers in delivery of improvement schemes.
  • Alert Improvement Works Manager to common or reoccurring issues/barriers to ongoing improvement seeking solutions for consideration and/or action
  • Identify and wherever possible resolve front line issues or difficulties where they arise, referring to line management as necessary.
  • Provide a regular on-site presence during large scale works.
  • Liaise with Works Supervisors at the earliest opportunity to notify of significant or potentially disruptive works/incidents to prevent or reduce enquiries and/or complaints.
  • To review and record compliance with Health and Safety on site. To record findings and update Highway Manager of breaches of Risk Assessments and Safe Working Practices

 

Specific Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:

  1. Qualifications:
    1. NVQ 4 or similar or experience in Environment discipline (e.g. Highway inspection, Landscaping. Waste Management)
    2. GPS Surveying Experience
    3. NRSWA Supervisor accreditation.
  2. Experience:
    1. Experience of delivery of a construction related activity (surfacing, drainage, traffic management)
    2. Experience in surveying and setting out on works sites.
    3. Working with team members and contractors to deliver improvement schemes
    4. Using Microsoft Office (Word, Excel and Outlook) and electronic mapping systems
  3. Knowledge:
    1. Knowledge of general construction, highway maintenance activities and highway design. Understanding of detailed designed drawings
    2. Knowledge of CDM Regulations
    3. Customer needs and how to manage their demands aligned to the Council’s plans and priorities.
  4. Skills & Abilities:
    1. Excellent verbal and written communication skills
    2. Effective interaction with the Public, statutory undertakers and emergency responders
    3. Identifies methods of continual improvement and implement new ways of working.
    4. Takes responsibility, make effective decisions and seek resolutions to issues.
    5. Motivate and support team members in compliance with Health and Safety regulations, adherence to Risk Assessments and Safe Working Practices
  5. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite)
