The purpose of the role is to assist the Principal Health & Safety Adviser in the development and implementation of policies, procedures and standards in support of the Safety Policy Statement.
To assist the Principal Health & Safety Adviser in the provision of detailed health & safety advice on all aspects of the feasibility, design, specification and tendering of building works and facilities management contracts, including compliance with Construction (Design and Management) Regulations 1994 (e.g. setting out the duty holder’s requirements) and evaluation of H&S/method statement sections of contractors’ tenders.
Key responsibilities:
- The provision of professional advice on all aspects of health and safety legislation, including legislative proposals, draft European Directives and codes of practice.
- Assist the Principal Health & Safety Adviser with the implementation of risk assessment policies, procedures, standards, advice and guidance on the management of risk.
- Attend site during construction/building works as necessary to inspect health and safety measures/practices, recommend any corrective action as appropriate and advise on commissioning and hand-over of completed projects.
- Investigate accident and near-miss events at Senior Accident Investigator (SAI) level together with reports and action plans for any necessary corrective action.
- Advise and support the Health and Safety on health and safety issues as appropriate.
- Assist and monitor compliance with the asbestos policy, including advising on legislation and best practice, advising on the maintenance of the Asbestos Plan and dealing with queries.
- To attend project boards and working groups and advise on health and safety and overlapping environmental issues.
- Undertake defined project management responsibilities as appropriate.
- Ensure that the Health and Safety compliance processes operate effectively and efficiently.
- Develop systems, in order to improve the channels of communication of health and safety information to all Brigade personnel.
- Monitor the submission of safety event reports and to ensure the accuracy and timeliness of Reporting, Injuries, Diseases and Dangerous Occurrences Regulations (RIDDOR) reports to the Health and Safety Executive (HSE), and to ensure that such reports are acted upon.
- Control of Substances Hazardous to Health (COSHH), maintain the COSHH database and distribute information to the users of hazardous substances.
- Auditing with a set of questions and checking general health and safety compliance in fire stations.
- ADHOC meetings on health and safety.

Qualifications:
- Diploma level in H&S and IOSH qualification.
Skills & Experiences:
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Experience in health and safety in buildings.
- Experience in environment in health and safety.
- Understanding of legislation and policies in Health and safety.
- Open to public and private sector experience.
- ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
Knowledge:
- Manual handling to improve safe systems of work.
- Noise at Work, to ensure use of hearing protection where required.
- Provision and Use of work Equipment.
- Personal Protective Equipment.
- Lifting Equipment/Lifting Operations.
- Display Screen Equipment.
