Enhanced DBS required for this role 

This position involves providing a comprehensive service to enable the Local Authority (LA) fulfil its statutory duties in relation to the annual review and phase transfer process of pupils with special educational needs by ensuring the efficient and effective implementation of statutory procedures and the appropriate placement and ongoing provision arrangements for Enfield residing pupils both inside and outside the LA area. You may be required to attend meetings and liaise with parents   

Key Responsibilities: 


  • To undertake the statutory assessment process of a statutory needs assessment and the issuing of EHC Plans within 20 weeks as per the statutory deadlines, which is in accordance with The Children and Families Act 2014 and SEN Code of Practice January 2015 (or updated version thereafter). 
  • Ensure that the education, health and care needs assessment is undertaken within statutory timeframes, information is recorded correctly and appropriately on databases/systems and records are kept up-to-date and accurate. 
  • To coordinate a person centred, outcome focused multi agency approach to the assessment, planning and support, ensuring that children, young people and parents are treated as equal partners in the assessment and planning process. 
  • Ensure that draft EHC Plans are of a high quality and are taken through appropriate decision-making processes to agree the allocation of resources in accordance with guidelines including a personal budget, where appropriate. 
  • To keep in mind the core principles of Preparing for Adulthood across all ages when preparing EHC Plans and to ensure that there is an evident golden thread linking the child / young person’s aspirations to their needs, outcomes and provision. 
  • Participate in ensuring that transitions between education and life phases are managed effectively and seamlessly with statutory deadlines (this includes early years to school, infant to junior and primary to secondary).  
  • Attend annual reviews where required following staff absence following a relationship breakdown, parental request for a change of placement of key transition ages (& any other reasonable request to attend) and ensure that these are person centred and focussed on achieving the outcomes for the child or young person. 
  • To co-ordinate, attend and chair co-production meetings with children/young people with SEND and their families along with other appropriate stakeholders to produce EHC Plans. 
  • To undertake Annual Reviews and make certain that legislative timelines are met. 
  • To engage and build respectful, transparent and effective relationships with children and young people with SEN, their families, education settings, and work across multiple agencies to ensure the needs of those with SEN are met

  • A thorough awareness and understanding of legislation relevant to special educational needs 
  • Experience of dealing with vulnerable people and those with special needs 
  • A minimum of 6 months experience of SEN Casework and EHC Plan writing for a Local Authority 
  • Experience in Local Authority SEN to have been in the last 2 years 
  • Excellent organisational skills that can meet conflicting demands to ensure deadlines are always met 
  • Must be able to write clear, concise and outcome focused EHC plans with a high level of attention to detail
