Full Job Title: Interim Project Manager – Highways & Sustainable Transport

To work alongside the Principal Officers managing the delivery of a range of projects within the Highways & Sustainable Transport team, in an effective and efficient manner to deliver best value and ensure continuous improvements.

This will involve working with both internal and external project team members, as well as managing elements of the projects at the various stages of their delivery.

Some of the projects include Lower Traffic Neighbourhoods (LTN) projects, Levelling Up Fund (LUF) projects, Westfield Avenue Highways Improvements. Highway improvements on Westfield Avenue and surrounding roads aiming to improve road layout within the Queen Elizabeth Olympic Park. Both these projects are multimillion pounds in value and Newham will be delivering these projects over the coming years.

The post-holder will need to support Principal Officer to help the delivery of the projects and managing a team of professionals. The post holder should be suitably experienced, hold a relevant degree in the highways design/ civil engineering field. Typically this would suit a graduate with 6+ years’ experience.

This is a fantastic opportunity to gain experience working on projects from preliminary design through to implementation of the scheme on site and managing junior staff and external contractors / consultants on a day-to-day basis. Working as part of the design team and the delivery team and will give the post holder all-round experience of a delivery of a highways project in the urban realm.


Specific Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:

  1. Qualifications:
    1. Relevant academic qualifications at degree level or equivalent
    2. Chartered Engineer with an appropriate Institution
  2. Experience:
    1. Minimum of 7 years' recent project management experience in a similar role, or context and ideally within a public sector organisation
    2. Experience in defining, managing, procuring, operating and controlling services and projects by external consultants/contractors.
    3. Experience of managing highway projects (£5-£10M)
    4. Experience of contract management and site supervision using the NEC suit of Contracts.
    5. Experience of preparation of contract document, specifications and methods of measurement for highways works.
  3. Skills & Abilities:
    1. Ability to develop, implement and monitor appropriate qualitative and quantitative indicators to measure the performance of the service
    2. Ability to contribute to corporate projects on behalf of Traffic & Transportation
    3. Ability to translate corporate policies into tangible service improvements
    4. Ability to plan and work towards the long term strategic vision and to translate that vision into reality
    5. Ability to use management information to judge service performance, and devise and implement service improvement strategies
  4. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite)
