Hybrid - Dorchester based. Mostly working from home and operationally on site. The post holder may need to attend the office on Tuesday but this is negotiable.

A Coastal Project Engineer is required to work for the agile Coastal Risk Team within the Flood & Coastal Erosion Risk Management (FCERM) team. The team is primarily responsible for the delivery and maintenance of flood & coastal protection assets and harbour infrastructure.

The role includes project and contract management, CDM and ‘intelligent client’ functions associated with capital scheme delivery. The ability to manage the delivery of a coastal protection scheme and understanding of Flood Defence Grant-in-Aid business case development is essential.

This post presents an excellent opportunity to demonstrate your knowledge, skills and experience within a busy coastal engineering environment, located in the beautiful rural setting of Dorset, and close to the famous Jurassic Coast World Heritage Site.

This is an exciting opportunity to manage capital projects that may include: Swanage Beach Renourishment Scheme Outline Business Case; Sandsfoot Castle Coastal Erosion Protection Scheme and Weymouth Harbour Wall Remedial Works.

Key responsibilities:

  • Through the application of standards and management of resources progress the delivery of FCERM-related construction projects to budget and agreed timescales.
  • Lead on project delivery and asset maintenance undertaking all necessary contract management of consultants and contractors, including document preparation, procurement and resolution of problems.
  • Manage, on a project basis, technical support staff and commissioned services required to progress allocated projects or asset maintenance work.
  • Act as CDM Client as appropriate in accordance with the CDM regulations.
  • Liaise with colleagues, external organisations, whilst managing consultants, to provide estimates, prepare appraised options and develop a deliverable design for construction.
  • Prepare business cases and programmes.
  • Co-ordinate with stakeholders such as the Environment Agency, Town Councils, consenting organisations, Landowners, legal and statutory procedures to meet delivery programme and target dates.
  • There may be some requirement to attend out of hour’s meetings / conferences to provide technical information and advice to the public and / or local councils.

  • A minimum of a civil, coastal or environmental engineering qualification at HNC/HND/ Degree level or equivalent.
  • Substantial post-qualification civil, coastal or infrastructure project management experience to include contract management, design appraisal, business case development, stakeholder consultation and fulfilling the ‘intelligent client’ role.


Experience & Knowledge:

  • Proven experience of managing complex projects.
  • Excellent knowledge and experience of procurement.
  • Experience supervising consultants and contractors for coastal erosion or other related construction projects.
  • Experience of the preparation and management of business cases, procurement plans and funding bids for such schemes.
  • Demonstrate extensive knowledge of and an effective approach to health and safety issues in construction and experience of fulfilling the CDM Client functions within a project.
  • Good understanding of the work of local authorities.



  • Good understanding of project management principles.
  • Ability to present timely information in a user-friendly and accessible format to all levels.
  • Ability to build up a good knowledge of policy, legislation and developments in the field.
  • A strong team player, able to contribute to joint targets and able to work on own initiative.
  • Ability to resolve difficulties using diplomacy, influencing and negotiation skills.
  • Excellent communication skills in various forms to a high standard.
  • Computer literate, preferably experienced in using MS Project and the use of databases.
