The role will be mainly working from home, but there may be a requirement to attend meetings at County Hall on occasion.

The role will involve management of project managers, project officers, including matrix management of officers and Wider Stakeholder members involved in projects/task & finish groups. The candidate will develop and manage the Council’s Enhanced Partnership Schme Programme, in line with agreed strategies and frameworks.

Key responsibilities:

  • Coordinate identified Programme work streams, supporting the delivery of short-, medium- and long-term priorities set out in the BSIP.
  • Manage a portfolio of commissioning activity across the Programme, analysing performance, querying variances from plans or targets, raising performance issues, and pursuing actions to recover performance.
  • Work with members of the Governance Boards to embed the Council’s BSIP Plan and principles, identifying and addressing strategic issues affecting the delivery of the schemes.
  • Apply consistent and high quality programme and project management methodology across the BSIP Programme and associated areas of work, including creating, monitoring and reporting risk logs, project plans, project timetables and regular reviews.
  • Influence members, executive and service directors, senior managers, and employees from across all departments of the Council to ensure resources are directed appropriately and the Programme is embedded across, and linked to, departmental commissioning plans and Council priorities.
  • Report on progress of Programme work regularly to Corporate Management Team, Governance Boards and Elected Members, delivering high quality information and analysis to inform and shape strategic decision making.
  • Support the Governance Boards including preparing and presenting papers, reports, and presentations, ensuring agreed actions are implemented.
  • Take a lead role, including chairing, developing, and supporting a range of Task and Finish Groups to take forward key pieces of work on behalf of the Governance Board.
  • Review the overall performance of the Programme, making recommendations about the deployment of resources across the organisation to deliver identified short, medium and longer term priorities.
  • Manage and co-ordinate the learning from activity undertaken across the Programme to help inform the further development of associated frameworks, strategies, policies, plans and updates on progress.
  • Pro-actively manage stakeholders, responding to and resolving conflict between different stakeholders when this arises through facilitation or other appropriate mechanisms.
  • With colleagues in Communications and HR Divisions, produce guidance documents and communication and engagement plans related to the Programme and ensure effective implementation.

  • Educated to degree level or equivalent and/or management qualification.
  • Project Management qualification – for example PRINCE 2, Managing Successful Programmes – desirable.



  1. Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  2. Significant experience in local government at a senior manager level in transport or another relevant field.
  3. Proven experience of successful major programme/project management.
  4. Working in a political environment.
  5. Leading and developing teams and individuals.
  6. Working successfully with internal and external partners in the public, private and voluntary sector to bring about change.


Skills & Abilities:

  1. Excellent programme/project management skills with ability to work effectively on multiple tasks and meet deadlines and targets.
  2. Knowledge techniques for planning, monitoring, and controlling programmes, including risk management
  3. Knowledge of budget processes and financial management
  4. Knowledge of project management approaches
  5. Knowledge of operational/service benchmarking tools
  6. Significant knowledge of the complex and broad range of council functions and services, and those of partner agencies
  7. Ability to form effective working relationships with a wide variety of internal colleagues and external partners at a senior level
  8. Sound analytical and problem-solving skills
  9. Ability to develop and implement changes to corporate policy to align with transport change objectives
  10. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
