Full Job Title: Interim Principal Planner – Oxfordshire Plan 2050

A dynamic and enthusiastic Principal Planner is required who is seeking experience in assisting in the development of a Joint Statutory Spatial Plan for Oxfordshire. Now entitled the Oxfordshire Plan 2050, a Principal Planner is required who is committed to the highest standards of professionalism and with the ability to take responsibility for leading on particular aspects or themes within the Plan.

The successful applicant for this role with join at an important time to help deliver the work of the Oxfordshire Plan. You will be working closely with colleagues in the partner local authorities and other stakeholders and interest groups to provide impartial, evidence-based solutions to promote sustainable growth and quality of life.

You will need to help explain how the Oxfordshire Plan 2050 will balance local and pan-Oxfordshire issues to create the best outcomes for all residents and businesses.

You will be expected to lead projects and activities as assigned and work to challenging time-frames. As part of those you will be expected to commission and manage significant pieces of work which will be sensitive and complex in pursuit of an Oxfordshire Plan of the highest quality.


  • To contribute to the formulation and refinements of policy options and take a leading role in drafting an innovative strategy and suite of policies
  • To lead the work on research, data analysis and evidence gathering required to inform the Oxfordshire Plan
  • To work with the Oxfordshire Plan Communications and Engagement Officer to lead on community and stakeholder engagement and designing consultation events
  • Prepare evidence and statements and present this evidence at Examination
  • Brief and manage consultants working on evidence base studies or other areas of work for the Oxfordshire Plan to ensure smooth running of projects and delivery of good quality outcomes
  • Support and deputise for the Oxfordshire Plan Programme Lead, when required
  • Prepare and present reports to committees, working groups and boards on matters related to the Oxfordshire Plan and other planning issues in support of the Oxfordshire Plan Programme Lead
  • As part of a matrix management approach, manage, supervise and support colleagues working on the Oxfordshire Plan
  • To support the Oxfordshire Plan Programme Lead in the most complex elements of design and development of the Oxfordshire Plan


Specific Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:

  1. Qualifications:
    1. A degree or equivalent level qualification or an equivalent level of professional experience
    2. A professional Planning qualification
    3. Corporate Member of the Royal Town Planning Institute or Royal Institution of Chartered Surveyors
  2. Knowledge, Skills & Experience:
    1. Demonstrable up-to-date knowledge of current UK planning law and government guidance
    2. Ability to analyse and assimilate data quickly so to influence outcomes and decisions
    3. Good presentation and communication skills, verbal, written and in formal public settings. Able to communicate clearly and to translate complex issues into simple language which is accessible to the general population
    4. Significant experience of compiling and presenting complex reports
  3. Ability to negotiate and persuade colleagues in a constructive and positive manner
  4. Strong organisational skills with an ability to plan, prioritise, coordinate and review work undertaken by self and colleagues to ensure quality and accuracy within a time constraint environment
  5. Ability to use specialist geographic information systems/software and Office applications
  6. Ability to prioritise and work unsupervised
  7. A commitment to excellent customer focus
  8. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite)

  1. Appreciation of local government workings, its decision-making process, and the priorities of the Oxfordshire Growth Deal programme
  2. Experience of working in a partnership environment, ideally within a local authority or central government setting
  3. Experience of strategic planning in a local authority context
  4. Experience of preparing and presenting evidence at Local plan or other plan-making examinations, or at inquiries into major planning applications
  5. Experience of commissioning consultants to undertake studies and assessments. This experience will include specifying and procuring the advice and client managing the work from start to finish
