Interim Practice & Quality Assurance Consultant - Youth Offending Service

This role requires providing operational lead on implementing YOS quality assurance programme of work, driving service improvement whilst ensuring quality standards are consistently achieved, statutory obligations and procedures are met. Embedding high quality practice across the service to benefit children who fall within our Youth Offending Service.

Key responsibilities:

  • Supporting YOS leadership to analyse performance data to ensure statutory processes are timely adhered to and that the service as a whole is highly effective, with the welfare of children and families at the forefront of all decision making.
  • Escalating practice issues and concerns to the Head/Deputy Head of Service Overseeing integration and quality of work of designated commissioned health posts within delivery of youth justice services in line with agreed commissioned and contract monitoring arrangements.
  • Coordinating quality assurance programme of activities such as internal case file audit process, external audits, practice observations, quality circles and training in line with the YOS quality assurance framework. This will include maintaining agreed systems and processes that support the QA programme of work. .
  • Implement quality assurance systems and processes to ensure that all practice adheres to the YJB National Standards and practice guidance alongside of the agreed practice model and local service policies and procedures.
  • Undertake high quality case file audits, dip sampling of practice and practice observations as directed by Head/Deputy Head of Service.
  • Deliver practice support sessions, in house training and support for case workers to help them improve their practice.
  • Analyse performance data to ensure statutory processes are timely and that the service as a whole is efficient and effective, with the welfare of children and families at the forefront of all decision making.
  • Review and write practice guidance to enable high quality practice and ensure these are embedded across the service.
  • Escalate all practice concerns timely to the Head/Deputy Head of Service.
  • Keep up with best practice evidence and implications arising for practice mandated by the YJB and the HMIP inspection findings.
  • Be solution focused and contributing member of the YOS management team, providing positive leadership and contributions to the service development, planning and evaluation and assistance to the Head/Deputy Head of Service.

Qualifications:

  • Professional qualification in a relevant discipline (Law, Youth Work, Social Work, Teaching, Probation).
  • Recognised Youth Justice accredited training.
  • An accredited qualification in leadership/management.

 

Experience:

  • Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  • A proven record of being able to improve and drive the innovative practice of a Youth Offending Service.
  • Experience of writing high quality reports for a variety of audience.
  • Experience of testing and evaluating practice, including strong case file auditing skills.
  • Proven experience of establishing and effectively arranging a multi-disciplinary and partnership working arrangements.
  • Experience of staff supervision, including task allocations, priority setting, performance management and training and development.

 

Skills & Knowledge:

  1. Knowledge and understanding of key issues and the factors which place children at risk of involvement in crime and be current with the best and innovative approaches in working with this cohort of children.
  2. Up to date knowledge and understanding of legislative framework that underpins delivery of youth justice services
  3. An in-depth knowledge of the YJB National Standards for working with children.
  4. Excellent understanding of the HMIP inspection framework
  5. A detailed knowledge of trauma informed, child first approaches and how these are applied in the Youth Justice System.
  6. A comprehensive knowledge and understanding of effective quality assurance.
  7. A strong ability to write clear and concise reports for a range of audiences.
  8. Excellent interpersonal communication skills including coaching, presenting, providing constructive challenge
  9. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
