Please note that candidates are expected to work at weekends and outside normal working hours.  Time off in lieu will be granted for work in excesses of 36 hours a week.

The purpose of the role is to fulfil statutory and legal obligations on behalf of the council for land, water and air issues in support of the Principal Pollution Control Officer. Deliver work and manage projects across a wide range of land, water and air issues in support of the Principal Pollution Control Officer.

Key responsibilities:

  • Carry out all duties set for the role in support of the full range of activities undertaken by the Service in accordance with corporate and set procedures, and meet all monthly, quarterly and other targets that are set.
  • Remain performance-oriented, customer-focused, and flexible and responsive to the needs of Service users, to deliver the service to the highest professional standards.
  • Use own initiative to satisfactorily resolve customer complaints and concerns.
  • Patrol the borough and respond to service requests.
  • Log and record all recommendations and actions undertaken in the management of land, water and air service requirements.
  • On behalf of the Council and unsupervised, advise residents, businesses and others in the borough on everyday and complex land, water and air related matters.
  • Undertake delegated legal functions unsupervised on behalf of the Council, including: Issue warnings and notices, obtain Warrants, seize equipment and undertake works-in-default, prepare cases for legal proceedings, and attend court as a witness for the local authority and external agencies.
  • Make recommendations on attaching conditions to planning, construction and other licenses.
  • Survey, monitor and measure emissions and pollutants.
  • Maintain and calibrate environmental monitoring equipment.
  • Undertake public education and other special projects.
  • Write correspondence, reports and other documents of a complex nature.
  • Undertake environmental modelling.
  • Liaise with Council Officers and external organisations and participate in meetings.

Qualifications:

  1. Pollution related qualification, such as a degree or diploma in Environmental Science, Chemistry or Environmental Health.

 

Knowledge & Experience:

  1. Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  2. Expert knowledge and experience of the technical and practical aspects of air quality and related legislative and regulatory frameworks.
  3. A good level of knowledge and experience of the technical and practical aspects of contaminated land and water issues and related legislative and regulatory frameworks.
  4. Experience of managing and delivering projects and initiatives including the writing of reports and correspondence.

 

Skills & Abilities:

  1. Ability to work as part of a team and within a structured performance management framework to achieve multiple objectives and targets.
  2. Ability to communicate effectively both in writing and verbally with a wide range of service users, including in difficult and conflict situations, as sole representative of the Council.
  3. Ability to keep accurate, detailed electronic work records, and prepare/present reports.
  4. Ability to put customer service first while working within strict procedures and guidelines.
  5. Ability to undertake all aspects of surveying, investigations, risk assessments, remediation and verification for land, water and air issues.
  6. Ability to effectively manage workload and projects.
  7. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
