Full Job Title: Interim Planning Officer x2 – Development Control

This role will be hybrid, at least 2 days in the office and site visits will required and candidate will need to be flexible. Candidates must be local for site visits in Mid Devon.
Acting under delegated powers, to be responsible for the processing of applications, appeals and enforcement action within the district
To be responsible to the relevant Lead Officer for the processing of applications, appeals, enforcement and pre-application enquiries within the District.
Main Duties:
- To process planning applications and pre-application enquiries in negotiation with applicants, professional agents and consultees.
- To determine planning applications acting under delegated powers and to sign decision notices.
- To be responsible for dealing with planning appeals.
- To be responsible for enforcement action and the monitoring of planning conditions.
- To assist the Planning Policy Unit as appropriate in the preparation of complex Development Plan Documents and Supplementary Planning Documents.
- To provide corporate advice on major regeneration initiatives to internal and external stakeholders.
- To act as Duty Officer and attend the Community Offices in liaison with the Customer Service Centre.
- To regularly attend meetings with external stakeholders including Parish Councils and other community interests.
- To undertake responsibilities and duties delegated by the Lead Officer / Chief Planning Officer.
- To present applications to meetings of the Council’s Planning Committee to present recommendation and reasons for decisions and to advise on points of planning policy and answer questions raised by members. To liaise with District Councillors throughout the determination of planning applications, appeals and enforcement cases.
- To liaise with applicants, agents, parish councils and consultees throughout the determination of planning applications, appeals and enforcement cases.
- To respond to enquiries from the public and other stakeholders in accordance with service standards.
- To assist in the appraisal, mentoring, coaching and professional development of Planning Officers in the performance of their duties.

- Corporate Member of the RTPI
- Minimum of 3 years’ recent planning experience in a similar role, or context and ideally within a public sector organisation
- Must have excellent report writing and experience of dealing with complex cases.

- Ability to carry out a high volume of work to tight deadlines.
- Ability to plan and organise work.
- Ability to effectively negotiate.
- Ability to coach and develop staff.
- Strong IT skills including Microsoft packages
