Interim Marketing Officer

Hybrid working - there will be a minimum requirement of 1-2 days per week for attendance at the offices.

A Marketing Officer is needed to be responsible for developing, managing, and evaluating the effectiveness of marketing and communications campaigns to support the achievement of corporate priorities and individual service business objectives.

The post-holder will also be responsible for a range of corporate marketing campaigns and provide expert advice on marketing-led approaches.

Key responsibilities:

  • Work with senior managers and Members to plan, cost and deliver a range of marketing and communications activities to support client departments’ business plans and priorities in liaison with colleagues across the department.
  • Be responsible for managing budgets associated with campaigns for which the postholder is the lead and make recommendations on expenditure of up to £100k.
  • Be responsible for evaluating the marketing and communications activity for which the post holder is the lead and make recommendations for presentation to senior managers.
  • Develop new and interesting story ideas and research, write, proof-read, and edit copy for media releases and a range of other publications such as residents’ magazine Around Ealing, newsletters award entries.
  • Analyse and manipulate data and research findings to develop and deliver effective, targeted marketing activities such as direct marketing and advise others on the appropriate marketing response.
  • Take a lead role across the department in the implementation of multi-media and digital content, for a range of marketing and communications campaigns.
  • Commission a range of print and creative design services and other marketing campaign materials through internal and external suppliers, making detailed recommendations to ensure that creative campaigns meet the council’s marketing requirements.
  • Use new ideas and creative approaches to proactively promote services via online channels including e-media, social media and networking sites and monitor what is being said about the client online.
  • Manage multi-disciplinary project teams working on campaigns for which the post holder is responsible, including the management of the work of agency or contractor staff.
  • Establish and maintain effective working communications and liaison with a range of services to create awareness and understanding of the role of marketing and communications and influence the adoption of best practice.
  • Manage projects to help achieve revenue through sponsorship and advertising, to include the identification of new and innovative opportunities and negotiations with potential sponsorship partner organisations at a senior level.

  • An appropriate recognised qualification in Marketing such as the CIM Diploma or similar or equivalent verifiable experience and training.
  • Detailed knowledge of the diverse marketing and communications requirements and techniques required by a local authority and its operational services.
  • Demonstrable knowledge and understanding of equality issues and the ability to integrate equalities policies into marketing campaigns and service delivery.


  • Demonstrable experience of developing and implementing successful marketing campaigns to improve service delivery in a local authority or closely related environment.
  • Demonstrable experience of successful use of research and data analysis, data manipulation and data-base management in a marketing campaign context.
  • Demonstrable experience of good project management skills.
  • Experience of MS Office Suite or similar software packages.

Skills/Technical skills:

  • Able to analyse and manipulate complex numerical and other data and provide expert advice on effective marketing responses.
  • Able to lead on the preparation, and deployment of marketing campaigns and recommend the most appropriate marketing mix in each case.
  • Able to produce detailed briefs for the design and production of marketing campaign materials.
  • Able to write high quality, accurate copy for a range of publications, online content, and media releases.
  • Able to be creative and innovative in identifying and instigating opportunities for improving council services and performance through marketing and communications techniques.

  • Ability to use a content management system to deliver effective web-based marketing and communications activities.
  • Good interpersonal, presentation, persuasion and negotiating skills.
  • Able to work effectively with Directors, other senior managers, and Members.
