Interim HR Project Officer

To undertake and co-ordinate HR projects within the HR service on any topic related to the Council’s workforce strategy, people management and HR service delivery to meet the Council’s business needs. To devise, plan and undertake research in topics including general workforce management and development, employee relations, resourcing, statutory regulation, reward data and other related fields on behalf of the HR Service
Key Responsibilities:
- Develop, in conjunction with Organisation Transformation (OT), HR programmes and projects to support activity designed to deliver the Council’s workforce strategies, meeting current and anticipated people-related business needs, for example health and wellbeing, workforce policy development, equality, diversity and inclusion projects.
- Design, develop and lead, on behalf of the HR service, projects to deliver client-responsive, cost effective HR solutions to current and future business challenges, including undertaking qualitative and quantitative research and benchmarking exercises.
- Plan the co-ordination and monitoring of the general HR work programme, including planning and organising the identification of resources required to undertake specific projects.
- Devise and co-ordinate activity within the HR service (including directing HR staff) to undertake HR projects on any topic related to the Council’s workforce strategies and HR service delivery to meet the Council’s business needs.
- Develop and undertake programmes of consultation on people management topics with key stakeholders including senior managers, groups of staff and recognised Trade Unions.
- Play a key role in influencing decision-making by planning, establishing, developing and maintaining effective working arrangements with Trade Unions and other stakeholders and partners to ensure contentious workforce projects are undertaken in an effective and efficient manner.
- Evaluate progress against project plans, where required taking remedial action to ensure project milestones are achieved, advising senior HR staff where this cannot be achieved.
- Prepare and present reports including recommendations on outcomes of research, project plans and monitoring as well as proposals linked to delivery of the Council’s workforce strategies as well as options for future developments in workforce related areas.
- Develop plans for undertaking systematic research against specific research briefs to contribute to significant and complex workforce programmes; identifying, interpreting and analysing appropriate sources of data or information to meet the research needs.
- Undertake external research; collecting, evaluating and interpreting complex and varied sets of information on behalf of the HR service on developments in the world of work; providing advice/proposals and provide insight for the Council in adopting these approaches

- Graduate membership of CIPD or equivalent knowledge, skills and experience
- Knowledge and experience of delivering projects within an HR function
- Practical experience in working as an HR professional in a large complex organisation
- Planning and organisational skills to identify resources required to undertake specific projects, including access to resources from outside the HR team
- Effective written and oral communication skills including report writing and presentation skills
- Ability to work within a team, but also on own initiative and to plan, prioritise and meet deadlines
- Project planning ability of delivering defined project outcomes to agreed timescales
