Full Job Title: Interim Head of Audit & Governance – Resources

To have full operational and managerial responsibility for the Audit and Governance Sections.

To work with the Executive Director - Resources to ensure that the Unit achieves excellence in its services to customers both internal and external.

Specifics include;

  • To ensure that all Service Units adhere to financial controls and systems required for the control of budgets, expenditure and income and the safeguarding of the Council’s assets and provide advice to employees and members when necessary to improve the control environment and develop appropriate policies and procedures, having regard for current legislative requirements.
  • To undertake value for money reviews and identify improved practices that would generate savings to the Council.
  • To maintain a continuous internal audit service and appropriate liaison with the Council’s external auditor and ensure that the requirements of the internal and external audit protocol document are adhered to.
  • To manage the fraud function and develop policies and procedures in relation to fraud and corruption and provide assistance and procedural advise to management in relation to specific internal investigations
  • To take the lead in investigations as and when required and liaise with the Police as necessary.
  • To produce and develop the Council’s Risk Management Policy, Strategy and other risk management related documents as required.
  • To promote risk management and the process of business risk assessment throughout the Council and in relation to the Council’s contractors and partnerships.
  • To assist in the development of Contract and Financial Procedure Rules and provide advice and assistance to ensure that they are complied with. As and when required, become actively involved in the selection process of contractors and partners and in the evaluation of tenders.
  • Co-ordinate the National Fraud Initiative data matching exercise and carry out any investigations that relate to employees of the Council


Specific Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:

  1. Qualifications:
    1. Member of CCAB Accountancy body
    2. Management qualification at Level 5 or willingness and ability to work towards
  2. Recent and relevant experience of auditing at a senior level
  3. Experience in management of staff, including dealing with complex personnel issues
  4. Knowledge & Skills:
    1. Sound knowledge of auditing techniques
    2. Knowledge of relevant local government policy and legislation
    3. Excellent communication skills, with the ability to interpret and communicate complex data appropriately to a range of audiences
    4. Ability to manage a team effectively
    5. Excellent project management skills, to include ability to management of time and resources
    6. Excellent analytical skills to evaluate and determine options accurately and objectively, including financial implications.
  5. ICT Skills: Be familiar with and able to use a computer and a number of modern office software packages including Microsoft Office
