This role calls for an outstanding candidate with the ability to successfully navigate the complexities and demands involved in operationally engaging and developing the communities affected by the Grenfell tragedy. You will be particularly skilled at addressing specific concerns of individuals and groups whilst ensuring community cohesion.

Reporting directly to the Head of Community Participation, you will have oversight of the Grenfell Community programme. Your understanding and experience of working in local contexts is therefore essential. You will also possess a passion for community-led recovery, multi-agency delivery, and a belief in equal access to services for all groups.

Key responsibilities:

  • Provide oversight of the Grenfell Recovery Community Programme.
  • Lead efforts to develop the second stage of the Grenfell Projects Fund and the Community Leadership programme.
  • Manage key stakeholder relationships with the community and partners.
  • Take the lead on ensuring Grenfell Assemblies make a strategic and lasting contribution to the development of Council and partner services influencing the way the Council listens to and acts with communities in North Kensington.
  • Oversee and manage reporting requirements, including to the Grenfell Delivery Assurance Board for the whole community programme.
  • Establish, maintain and develop productive relationships with community leaders, established community and voluntary sector groups, Resident Associations and new community groups in North Kensington.
  • Take the strategic lead on the development of future versions of the Grenfell Projects Fund and the Community Leadership programme.
  • Support the Head of Community Participation to develop an ongoing programme of community engagement activities and opportunities for the Grenfell affected community.
  • Lead the work with the community of determining the future of a small number of community spaces and assets including Maxilla walk.
  • Ensure best practice and lessons learned are transferred to the wider organisation to build the capacity, capability and confidence of RBKC to work with local communities, particularly in North Kensington.
  • Line manage the Legacy Lead and four Grenfell Legacy Community Development Officers who deliver the Grenfell Projects Fund, the Community Leadership programme and the Grenfell Community Assembly. Line manage the Admin Officer who supports the Community Programme and The Curve

Essential:

  • Understand the long-standing issues in the North Kensington area, as well as tension and lack of trust, post the Grenfell tragedy.
  • Ability to work in partnership with organisations – public and / or voluntary sector to ensure services are high quality and impactful.
  • Experience leading and developing a community programme, in statutory services, or in the voluntary and community sector, ideally in challenging environments.
  • Experience of working with communities in times of complexity and community tension.
  • Experience and skills in consensus building where community tensions are high.
  • Ability to communicate with diverse communities.
  • Programme Management skills.

 

Desirable:

  • Experience in establishing, running or operating grants programmes.
  • Knowledge of public sector organisations and a current understanding of the legal and regulatory framework of public sector contracts, procurement and other relevant legislation.
  • An innovative and imaginative approach and the ability to identify new and credible options and solutions for service development.
  • Knowledge and understanding of finance and contract monitoring.
  • Experience of working locally, and with a thorough and extensive understanding of the local community and voluntary sector.
  • Experience of working within a local authority or equivalent political setting
  • Experience of developing successful services in a post-disaster environment.
  • Experience of increasing community ownership of public resources and assets.
