Basic DBS required for this role

Hybrid working: 2 days per week in the office

To assist in the management and co-ordination of all aspects of the official administrative functions relating to the executive and non-executive decision-making structure and governance arrangements. The successful candidate will have experience of undertaking a range of governance and committee-related support work or similar in a local government or similar organisation or body and have experience of working within a public policy environment.

Key responsibilities:

  • Clerk, supervise and run boards in accordance with governance requirements including the oversight of forward programmes and the preparation of agendas, reports, decision/instruction sheets and minutes.
  • Attendance at, interpretation of and recording of proceedings and decisions of all boards or other senior officer level meetings.
  • Provide advice to Directors and officers on matters of policy and procedure including advice on the preparation of reports and monitoring their progress; relevance of information; procedures to be followed; and the interpretation and implementation of standing orders and the application of various codes of practice and agreed policies.
  • Draft reports for executive and non-executive bodies, letters, memorandum, notes of meetings, briefing papers etc, on both sensitive and complex matters associated with the work of the section, including undertaking any necessary research and/or investigative work.
  • Assist in the development, implementation and updating of the Department’s Business Plan to ensure that it meets the needs of the corporate objectives and policies and contains appropriate quality and performance standards.
  • Assist in development and maintenance of knowledge and information management systems which support the work of the Governance Team and which provide corporate or management information.
  • Undertake the arrangements for the maintenance, and updating of standing orders, Code of Practice, list of delegations and other statutory and non-statutory records/lists.

Experience & Knowledge:

  • Experience of undertaking a range of governance and committee-related support work or similar in a local government or similar organisation or body.
  • Experience of developing or working on policies, procedures and plans to support organisational objectives.
  • Experience of clerking high level boards or committees, minute taking and producing agendas.
  • Knowledge of the committee management system Modern.gov (desirable).
  • Good working knowledge of the processes and procedures applicable to the administration of the governance arrangements of a large local authority, organisational and political awareness and an understanding of the importance of confidentiality and security of information in reference to relevant legislation.

 

Skills:

  • Exceptional eye for detail and a ‘completer-finisher’ approach to work - proactively recording tasks and following up actions, and diligently managing and completing workloads.
  • Excellent written and oral communications skills.
  • Ability to advise confidently and capably on governance matters, including processes, timeframes and status of reports and decisions.
  • Good organisational skills in order to manage workload, priorities and delegate work and meet deadlines whilst being multi-task oriented.
  • Proactive approach to problem-solving and the ability to analyse available information to propose effective solutions.
  • Strong IT skills and knowledge of Teams and Share Point.
