Interim Environmental Health Officer x4 – Housing Inspections

The roles are required to undertake housing inspections as part of the Council's Selective Licensing scheme (covering approximately 30,000 properties) to ensure compliance with the licence conditions and overall scheme objectives. This would be a variety of housing types and take appropriate action under HHSRS, (part 1) and housing licensing (part 3) of the Housing Act 2004, as appropriate. Officers would be expected to manage their own caseload.
Key responsibilities:
- To be an authorised officer and undertake relevant enforcement and compliance activities including, advice, warning, service of legal notices, prosecution, employing surveillance, execution of warrants, formal interviews of defendants, in accordance with relevant legislation and operational procedures.
- Conduct proactive and/or reactive investigations, making decisions in relation to compliance and take enforcement action if required.
- Advise, engage and warn perpetrators over minor infringements and prepare to take action if required.
- Gather and process evidence in line with legislation and policy (Criminal Proceedings and Investigations Act, Regulation of Investigatory Powers Act, Police and Criminal Evidence Act and the City Council Enforcement Policy) and submit relevant case files accordingly in to the criminal justice system.
- Inspect, inform, and advise tenants, landlords and agents on the full range of Safer Housing matters, including casework, and support as directed.

- Experience, Knowledge & Skills:
- Extensive knowledge, understanding and awareness of Environmental legislation and its application.
- Practical experience of applying and/or observing the application of relevant housing legislation eg carrying out inspections and intervention visits.
- Ability to produce written reports and/or case files of inspections, investigations and schedules of work.
- Ability to recognise, analyse and resolve environmental health and/or housing problems, ensuring that customers are appraised and advised on how to improve those standards.
- ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
