Interim Contract Lawyer – Procurement & Contract Monitoring

The contract lawyer will be able to work remotely from a home office for the entire duration of the contract. We are open to a 3 or 4 day working week.
The purpose of the role is to undertake on behalf of the Council such advice and representation relating to contracts and procurement within the Procurement and Contract Monitoring Team and such other legal matters as may be allocated by the Procurement and Contracts Manager covering the wide range of work undertaken by the Procurement and Contract Monitoring Team.
Key responsibilities:
- Develop and maintain a skill set that allows the Council to employ your skills, abilities and experience across the Council and its formal partnerships as needed on procurement and contract related matters.
- Offer a flexible, professional and innovative advisory service to the Council and resolve issues when appropriate on all contract related matters and to ensure compliance with statutory duties and obligations and to protect the best interests of the Council.
- Draft contracts, funding agreements and other commercial documents.
- Represent clients in negotiations and discussions with third parties in matters regarding the areas of legal practice relevant to the post.
- Achieve and maintain good working relationships with internal and external clients and other staff.
- Contribute to the development, training or mentoring of colleagues where required.
- Assist the Procurement and Contracts Manager in developing policies and procedures that support project delivery and the overall aims of the Team.
- Advise on reports and governance arrangements and attend at such committees/meetings as required by the Procurement and Contracts Manager and to carry out such duties commensurate with the post as the Procurement and Contracts Manager or Strategic Manager of Legal Services may reasonably require.

Qualifications:
- Fellow of the Chartered Institute of Legal executives (FCILEX), barrister or solicitor.
Skills & Experience:
- Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
- Significant and substantial relevant experience of working in the service area / profession, with evidence of appropriate specialist knowledge of relevant systems, policies, regulations, professional guidelines and legislation.
- Authoritative knowledge of relevant policy, work practices, professional guidelines, legislation and a good understanding of emerging developments within the specialist area through continuing professional development.
- Experience of contract drafting, partnership agreements, grant/funding agreements, contract negotiations, contract modifications, sound working knowledge of the Public Contracts Regulations 2015.
- Proven initiative and judgement to research, identify and resolve problems.
- Excellent interpersonal, persuasion, influencing and negotiating skills.
- Proven ability to cope with conflicting and changing demands through good time management and the ability to work under pressure.
- ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
