The purpose of the role is to Undertake an overall review of the capital programme and develop and implement a standardised delivery and programme management approach.

Key responsibilities:

  • Develop, provide, and oversee effective programme and performance management approaches for the Council’s capital programme. These processes should enable and support standardised management of, as well as provide effective challenge for, all projects within the programme.
  • In conjunction with the Strategy and Finance team, as well as service leads, will undertake an immediate line-by-line review of the entire capital programme, where each project is tested against Council Plan priorities, as well as other agreed Council strategies, in particular those priorities linked to the Council’s place-shaping ambitions.
  • Where projects are not delivering one or more agreed priorities, work with Project Managers and Sponsors to either close out and remove the project from the programme or support them to re-scope the project to better align with priorities.
  • Review current capital programme governance groups, ensuring their remit is understood and terms of reference are in place – proposing and implementing changes if and/or where required. Where there are already governance arrangements in place, any changes or new proposals should not duplicate or complicate these efforts.
  • Develop and implement a new operational/working group that will take a more detailed approach to monitoring finance and performance issues across the programme and that will agree issues for escalation to the existing governance groups.
  • Identify any other gaps (beyond the addition of a working group) within the existing governance structure and propose and implement any new governance groups that may be required - working with key stakeholders to map, develop and coordinate an overall framework for programme governance.
  • Where new processes and approaches are implemented, work with the Council’s Strategy and Finance teams to ensure all processes align with, and are integrated into, the Council’s annual business planning cycle.
  • Enable the active management of the programme by ensuring each project has a business owner (team who is ultimately accountable for the project); a project sponsor (individual from the accountable team); an assigned delivery team (team who will provide management of the project); and a project manager (individual from the delivery team).
  • Ensure each project has a project plan with clear objectives (linked to the Council Plan), a budget, identified milestones, risk/issues/change management logs and any other key programme management documentation required.
  • Work closely with colleagues across the Council to deliver a great service identifying best practice and constructively challenge areas of poor performance.
  • Report regularly on programme performance and delivery as and when required (and/or at required governance meetings). This will include providing high-level information, reports and assurance to the already existing Capital Strategy and Asset Management Board (CSAMB).
  • Continually seek periodic assurance from project managers that adequate management and governance of their projects is taking place, as well as ensuring appropriate gateway decision-making is observed.
  • Co-ordinate risk and issue management while developing programme risk and issue registers and tracking of RAG status.

Qualifications:

  1. A relevant project/programme management qualification.

 

Experience:

  1. Extensive experience in programme and performance management environments, demonstrating a strong track record of successful project/programme delivery.
  2. Experience of implementing new programme, governance and performance management policies, approaches, and frameworks.
  3. Strong track record of innovation and problem-solving skills.
  4. Proactive approach to delivering work and projects.
  5. Experience of working in a matrix management structure
  6. Comfortable when working to tight deadlines and able to turn work around within a short time span.
  7. Experience engaging with key stakeholders at a senior level and ability to gain their buy-in for new processes and procedures.

 

Knowledge:

  1. Good knowledge of, and experience in, implementing financial and performance monitoring procedures.
  2. Excellent knowledge of programme and project management approaches.
  3. Evidence of on-going professional development relating to services within the remit of the role.
  4. A broad knowledge of capital projects and public service delivery.

 

Skills & Abilities:

  1. Strong influencing and management skills to help prioritise and resolve conflicting issues in a timely and productive manner.
  2. Ability to draft succinct and accurate reports within tight timescales
  3. Ability to constructively challenge the status quo.
  4. Excellent analytical skills and ability to present findings to variety of audiences.
  5. Strong communication style with the ability to communicate effectively to a range of people.
  6. Effective planning, organisational and administrative skills
  7. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
