Location: Hybrid 2-3 days in Milton Keynes or East Kilbride or London.

The post holder will be expected to take the lead on developing processes to assure Benefits understanding and alignment to strategic objectives, communicating and reporting on benefits realisation thereby enabling successes to be widely understood.

Through proactive monitoring, reporting and trend analysis, the post holder will also enable senior HERA leadership to take early decisions where trend analysis shows targeted benefits may not be realised in full, or at all, or where opportunities arise for capturing and realising additional benefits – or avoiding/minimising dis benefits.

Working with the HSF Performance Reporting & Analytics Lead, Governance and Controls Lead, Business Manager, other HSF and HERA Programme colleagues and our suppliers, the post holder will exchange, analyse and collate the insights and data required to successfully establish and perform this function.

Key Accountabilities:

  • Establish, implement and lead on Benefits Management activity for the HERA Service Function (HSF) and work with colleagues, suppliers and other stakeholders to identify, capture, analyse, quantify, impact assess and track delivery of HERA business case or other benefits and outcomes.
  • Develop, cascade and communicate the clear vision for what the HSF Benefits Strategy is designed to achieve.
  • This should be documented and will need to be updated to the team, or other strategic objectives change
  • Define and shape the HERA Benefits Management Strategy.
  • Establish, maintain and publish the project Benefits Realisation Plan including change control and quantitative/qualitative analysis of the progress of benefits delivery and quantum.
  • Agree and establish benefit performance paths with control/tolerance limits (i.e. where performance or realisation tracking shows real benefits deviating beyond a set limit, the matter needs to be referred to the next tier of governance) and ensure these are clearly defined and documented.
  • Work with colleagues, suppliers and stakeholders to develop benefit processes to identify and categorise new project benefits/disbenefits and the value they contribute or impact they will have.
  • Provide analysis of performance across the portfolio for Governance & Reporting.
  • Manage and engage with a wide range of stakeholders to develop mechanisms and/or power apps to improve portfolio benefit data integrity and articulation of benefit information to improve portfolio definition/decision making and delivery management.
  • Maintain benefits delivery maps and critical paths to monitor change management or implementation progress.
    Collate, analyse, monitor and report benefit data, its integrity and risks (threats and opportunities) though analytical insights/Dashboards and escalate as appropriate.
  • Manage and engage with a wide range of stakeholders to develop mechanisms and/or power apps to improve portfolio benefit data integrity and articulation of benefit information to improve portfolio definition/decision making and delivery management.
  • Champion the use of best practice benefits management and provide expert advice for HSF colleagues and the wider stakeholder community.
  • Establish the mechanism for the tracking and reporting of Benefits through the project delivery and change management lifecycles and into realisation – including where benefits are either still being delivered by the HERA programme ahead of transition into service and therefore management by the HSF, or where delivered through live service BAU change management/other activity.
  • Facilitate and lead workshops where required for benefit mapping, identification or to support delivery. Apply experience to provide challenge and ensure assumptions are robust.
  • Work with a range of stakeholders to validate and test dependencies, and re-validate or re-test regularly, to facilitate senior leadership decision-making through reports and other insights.
  • Work with Stakeholders to ensure Benefits Management as an activity and process is understood, benefits and disbenefits are identified, understood, owned and maximised.
  • Brief key stakeholders ahead of benefits reviews.
  • Assure HSF management of Business Case quality, where new HERA functionality or change activity is proposed, with specialist contributions as required, to ensure a consistent and clear view of the benefits profile is understood.
  • Build dynamic benefits reporting mechanisms into the HERA change life cycle.
  • Analyse and challenge benefits data in reports received by HSF.
  • At times, present reports at relevant boards upon request.
  • Ensure Benefits identification, management and delivery are an integral part of the dashboard and reporting cycles.
  • In collaboration with HSF colleagues, suppliers and other stakeholders design and bake in benefits capture, tracking and alerts into change control governance and processes, agreeing tolerance and escalation points for data collection compliance, and escalating non-compliance.
  • Challenge HSF colleagues, suppliers and other stakeholders to follow the agreed Benefits Management framework/processes.
  • Disseminate lessons learned to HSF colleagues and wider community
  • Contribute to wider Benefits Management knowledge and understanding among HSF colleagues.


Key Requirements:

  • At least two years’ experience of Benefits Management in a large IT operations and/or service provision environment, including programme and portfolio benefits performance and reporting.
  • Demonstrable experience designing, developing and maintaining a best practice Benefits Management regime, especially within a Technology / Data / Transformation and Change / Continuous Improvement or Project / Programme Delivery environment.
  • Excellent and highly skilled report and analysis design capability and demonstrable experience of drafting and presentational experience though the use of Digital technology e.g. Excel and Power Applications.
  • Proven ability to summarise a complex set of facts, and advise where there are choices to be made, spot trends, threats or opportunities clearly and succinctly for senior stakeholders.
  • Analytical skills and insight. Proven ability to present large volumes of qualitative and quantitative data in a concise and meaningful way in collaboration with HSF colleagues, programmes and other portfolios.
  • Experience of using Excel is essential and Power Applications desirable but not essential.
    Evidence of understanding trends, working with data and presenting accurately the direction of benefits management delivery, benefits realisation trends, new or emerging benefits etc.
  • Proven ability to approach and solve complex problems in a structured manner.
  • A strong grasp of agile and waterfall methodologies, including SAFE agile, and experience refining ways of working through retrospectives and review of product KPIs.
  • Excellent verbal and written communication skills
    Background of working within a senior and complex stakeholder environment.
  • Excellent interpersonal skills with the ability to manage, influence, negotiate and collaborate with a variety of stakeholders with often conflicting priorities and requirements
  • Proven ability to work under pressure, at pace, to meet deadlines while achieving high quality results
  • Strategic and critical thinking


Desirable Requirements:

  • At least two years’ experience of Benefits Management in a large IT operations and/or service provision environment
  • Data expert – significant experience of sourcing, collating, analyzing and then designing / creating high quality quantitative and qualitative reporting
  • Shared Service experience
  • ITIL foundation V3 or later
  • Agile qualifications or experience desirable



  • AXELOS or APMG qualifications in one or more of the following Project and Change Management and associated methodologies, techniques, processes and approaches:
  • Management of Benefits (MoB) – particularly desirable
  • Management of Portfolios (MoP)
  • Management of Successful Programmes (MSP)
