Full Job Title: Interim Assistant Civil Contingencies Advisor – Safety Services

Reference no: Merton 5212302

Please note this is a hybrid role - 3 days per week in the office.

This is a statutory role to assist in the production of business critical professional strategic and local advice and guidance under Civil Contingency Act 2004 both locally and pan London.

Assist in the development and maintenance of the Council’s emergency planning and business continuity arrangements to meet the council’s legal duties and resilience standards for London.

Engage with external stakeholders, including local authorities, emergency services and London resilience groups to assist in developing and maintaining pan London resilience plans.


Specific Role Requirements” – to give yourself the maximum chance of success please try and ensure your CV addresses the following essential criteria:

  1. Experience:
    1. Experience of providing support to senior managers, staff, councillors and the general public.
    2. Experience of the principles of civil contingencies in the context of a local authority as defined under legislation.
    3. Experience of developing / delivering advice and guidance in the field of business continuity and emergency planning.
    4. Experience of developing and implementing policies, plans and procedures related the Civil Contingencies Act and relevant guidance.
    5. Experience of developing and delivering training to a wide variety of audiences
    6. Experience of running exercises in relation to Civil Contingencies planning
    7. Experience of taking control and managing situations in a crisis and making decisions under pressure.
    8. Experience of analysing large amounts of information and producing clear and concise instruction and advice under time constraints.
  2. Knowledge:
    1. Detailed knowledge of Civil Contingencies legislation, British Standards and the Resilience Standards for London.
    2. Acquired knowledge of business continuity planning, development and implementation
    3. Working knowledge of how other statutory authorities operate and interact with the council.
  3. Excellent communication skills both orally and written.
  4. Confident ability to communicate face to face at all levels across the council and manage situations in times of considerable pressure and crisis
  5. ICT Skills: Strong IT skills including Microsoft packages or equivalent (e.g. G Suite)
