The purpose of the role is to lead and oversee agile service management practices, tools, and processes to enable automated and high quality IT and Digital service delivery outcomes.

The primary focus of this role is owning the agile service management practices of the Digital and Innovation department, although there will be collaboration and flexibility of duties with the Service Manager (External).

Key responsibilities:

  • Leads the design and documentation of sovereign services prior to and during transition.
  • Leads the design and ensures that Agile and DevOps practices are applied to service management processes and implemented effectively.
  • Manages the Agile and DevOps integration of service management practices.
  • Oversee multiple decision authorities.
  • Identifies and embeds minimum viable processes.
  • Leads on automation and integration of service processes.
  • Leads and acts as the operational counterpart to development leads (e.g. Dev ScrumMasters).
  • Enables and facilitates Agile Service Management events.
  • Identifies process owners and holds them to account.
  • Collects and organises process user stories.
  • Creates and manages a process backlog.
  • Creates and maintains process models.
  • Ensures continual improvement and value creation is all processes and practices.
  • Maintains ownership of all major incidents & service requests and facilitates the communication of updates to customers.
  • Supports the Borough Emergency Control Centre (BECC) activation and operation and participate in the council wide emergency rota system.

  1. Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  2. Proven experience of creating and embedding effective agile practices and processes focused on outcomes.
  3. Proven experience of building positive relationships with a range of both internal and external stakeholders, including managing supplier relationships and delivery.
  4. Experience of creating a culture of learning, to maintain a capable and high performing workforce.
  5. Experience of making decisions through the analysis of relevant information and risk assessment.
  6. Experience of cross organisational working, collaboration between stakeholders who have diverse objectives, considering others’ views and harnessing the benefits of having a diverse workforce.

  2. Deep knowledge of DevOps practices.
  3. Knowledge of process management.
  4. Knowledge of user support principles in modern environments.
  5. Understanding of modern digital culture and practice.
  6. Knowledge of IT best practice methods.

  8. Knowledge of product management principles and practices.
  9. Knowledge of agile delivery principles and practices.
